Senator Serrano attended the Community Education Council 4 Annual Legislative Breakfast. Community Education Council for District 4 is one of the 32 Community Education Councils (CECs) in New York City and includes public elementary and middle schools in East Harlem. Senator Serrano joined Manhattan Borough President Gale Brewer in addressing the crowd and then spent time speaking with principals, parents and teachers one on one.
