
Senator Ryan Announces Governor Signs Legislation Dedicating “Lieutenant Donald R. Hill Memorial Highway” in Oswego

Senator Christopher J. Ryan (NY-50) announced that Governor Kathy Hochul has signed into law his bill (S.6265A) designating a portion of State Route 104 in the City of Oswego as the “Lieutenant Donald R. Hill Memorial Highway.”
Lieutenant Donald R. Hill, born July 6, 1952, dedicated more than two decades to the Oswego Police Department. On November 11, 1995, while directing traffic on an overtime detail along Route 104 East, Lt. Hill was struck by a vehicle and later died from his injuries. He was 43 years old and nearing retirement after over 20 years of service. Just yesterday marked the anniversary of Lt. Hill’s appointment to the Oswego Police Department on September 10, 1975—a date that underscores the significance of this week’s recognition of his service.
“Lt. Hill was more than a police officer—he was a devoted husband, father, and trusted member of the Oswego community,” said Senator Ryan. “This roadway designation ensures that his legacy of service and sacrifice will not be forgotten. Every driver who travels this stretch of Route 104 will be reminded not only of Lt. Hill’s dedication to public safety, but also of the importance of caution and care on our roadways. This is a fitting tribute to a man who gave so much to his community and lost his life protecting it. I thank Governor Hochul for signing this bill into law and the Oswego community for helping to preserve the memory of Lt. Hill.”
Oswego Mayor Rob Corradino said, “Lieutenant Donald R. Hill dedicated his life to serving and protecting the people of Oswego, and his sacrifice will never be forgotten,” said Mayor Corradino. “This memorial highway is a lasting tribute to his bravery, commitment, and deep ties to our community. On behalf of the City of Oswego, I want to thank Senator Ryan for championing this legislation and Governor Hochul for signing it into law, ensuring that Lt. Hill’s legacy of service will continue to inspire generations to come.”
Oswego Police Chief Phil Cady said, “Lieutenant Don Hill was well known throughout the community and within the department as a devoted father, husband, and co-worker. His untimely line of duty death not only affected the department but also the residents of Oswego. This bill and recognition will forever honor Don’s legacy in the City of Oswego. I would like to thank former Senator and now Congressman Mannion and current Senator Ryan for sponsoring this bill and advocating for it throughout the legislative process.”
The legislation directs the Department of Transportation to install and maintain signage marking the “Lieutenant Donald R. Hill Memorial Highway” between City Line Road and Jim Shampine Drive in Oswego. The designation is ceremonial and does not alter the official name of the highway.
