Senator Ryan on the Federal Government’s Decision to Halt Naturalization Ceremonies in Upstate New York
November 19, 2025
“For hundreds of years, our ancestors have had the ability to enter this country, pursue the proper legal channels, and become lawful citizens of the United States. This process has forever defined the final step of the “American Dream,” to solidify immigrants' dedication to the betterment of our country, our communities, and the ability to secure a better life for themselves and their families. That is why the decision made by the United States Citizenship and Immigration Services Department (USCIS) to stop all naturalization ceremonies in seven Upstate New York counties, including Onondaga County, with zero explanation is not only deeply concerning and unpatriotic but also not reflective of the principles established by our Constitution.
This year alone, Onondaga County has held twenty naturalization ceremonies, with at least two more scheduled through the end of the year. I have had the privilege of attending these ceremonies and witnessing community members moved to tears by the overwhelming joy they receive from becoming a U.S. citizen. Immigrants must work hard, both learning about the history of our country and the laws that govern it, to become a citizen. They must go through the legal steps, pay the costs, and often obtain legal counsel to get to this celebratory milestone.
While maintaining secure borders is important, discouraging immigrants from becoming lawful U.S. citizens runs counter to our nation's values. I strongly urge the USCIS and the Federal Administration to reconsider their decision and resume naturalization ceremonies in Upstate New York.”
