Senator Ryan’s Vintage Snowmobile Bill Signed into Law

State Senator Christopher J. Ryan (SD-50) announced today that his legislation, S.7200B, was signed into law by Governor Kathy Hochul on November 12, 2025. The new law directs the Department of Motor Vehicles (DMV) to issue special vintage registrations upon application for snowmobiles manufactured  more than thirty years prior to the current calendar year, preserving a cherished part of New York’s snowmobiling history while investing in the future of the sport. 
 
“Collecting and restoring vintage snowmobiles has become a proud tradition across Upstate New York,” said Senator Ryan. “This law celebrates that heritage while giving back to the entire snowmobiling community. Winter recreation is part of our identity—from the Adirondacks to Central New York—and maintaining safe, connected trails benefits riders, small businesses, and local economies alike. I thank Governor Hochul for signing this bill into law and supporting the people and traditions that make our winter season so special.”
 
Under the new law, the DMV Commissioner is authorized to issue special vintage registration numbers and stickers, and to collect annual registration fees from both resident and non-resident applicants. Additionally, registration fees are discounted for members of organized snowmobile clubs that are a part of the New York State Snowmobile Association. All fees collected will go directly toward snowmobile trail development and maintenance, ensuring that riders across the state can enjoy safe, well-maintained, and accessible trails for years to come.

This bill was carried in the Assembly by former Assemblyman Billy Jones (AD-115). This law takes effect beginning in 2028.
