Griffo introduces bill allowing hands-free gas pumps

New York State Sen. Joseph Griffo, R-C-Rome, announced today that the has introduced legislation that would provide additional protection and conveniences to New Yorkers at the gas pump. 

Senate Bill 7418 would authorize self-service gas stations to allow for hands-free gas dispensing by installing hold open clips on gasoline and diesel fuel dispensing nozzles. Assemblyman Angelo Santabarbara, D-Rotterdam, is expected to sponsor companion legislation in the Assembly.

New York's Fire Code, devised several decades ago, allowed for some but not all pumps at gas stations to be equipped with hold open latches. However, the way the regulation is written is confusing and outdated considering new technology and updated safety features at pumps.

As of June 2025, 49 of 50 states in the nation allow for the use of these hold clips. Recently, Massachusetts lifted its last restrictions, which has left New York as the only state with a restrictive ban.

Sen. Griffo said his bill was motivated by the extreme winter weather in Central New York and the Mohawk Valley this past year and from hearing from concerned constituents.

“I have heard from constituents about this issue and began to explore and investigate it further," Sen. Griffo said. "That led to this legislation, which I believe would be supported by many, especially when you consider advances in pump technology and station safety features. This bill would bring New York State in line with the rest of the country, would protect the elderly and other New Yorkers by limiting their exposure to harsh and potentially dangerous weather conditions when pumping gas and would rein in government overreach.”

“As Chair of the Assembly’s Committee on People with Disabilities, I see this bill as a simple way to make life easier for those who face barriers we don’t always think about,” said Assemblyman Santabarbara. “Holding a gas pump handle for several minutes can be physically difficult—or even impossible—for individuals with disabilities or limited mobility. This bill offers more independence, reduces physical strain, and promotes equal access to something as basic as refueling a car.”

Additionally, Sen. Griffo is inquiring into the difference in fuel prices between different regions of the state.
