Senator Gallivan Says New Law will Create a Center for Dyslexia & Dysgraphia

Senator Patrick M. Gallivan, (R-C, Elma) says legislation (S.5569) to establish a Center for Dyslexia and Dysgraphia within the New York State Education Department has been signed into law by the governor. Senator Gallivan co-sponsored the bill which is intended to help children with the disorders learn to read and become successful students.
Studies have shown that as many as one in five children have dyslexia or another phonemic awareness issue, but there is currently no comprehensive statewide approach to identifying and addressing their needs.
“Research has demonstrated that early identification of dyslexia and dysgraphia combined with proper intervention and instruction can drastically improve educational outcomes for these children,” Senator Gallivan said. “The state must establish best practices to better support students and help them succeed.”
In 2024, a legislature supported task force comprised of teachers, school leaders, education experts, and individuals with dyslexia or dysgraphia, and their families, issued a report on how best to address the issue in public schools. The group made fourteen recommendations pertaining to screening, professional development, reading interventions and other educational supports. It also called for the creation of a state level Center for Dyslexia and Dysgraphia.
The Senate and Assembly passed legislation in June to establish the center. Governor Hochul signed it into law earlier this month.
