Senator Ryan Announces Major Labor Wins in the Senate One-House Budget

State Senator Christopher J. Ryan (SD-50) today highlighted a series of major labor victories included in the New York State Senate’s one-house budget proposal, advancing critical protections, fair wages, and long-overdue reforms for workers across Central New York and the state.
“These investments and policy changes reflect a clear commitment to the dignity of work and the people who keep our communities running every day. From supporting human service workers and strengthening workplace protections, to cracking down on wage theft and improving access to benefits, this budget takes meaningful steps toward a fairer economy for all New Yorkers. We are delivering long-overdue raises to human service workers, putting safeguards in place to prevent workplace bullying, and ensuring injured workers aren’t left waiting months for the support they need. At the same time, we’re addressing wage theft, providing tax relief for tipped workers, and taking important steps to strengthen retirement security and disability benefits. This is about making sure government works for working people. We still have work to do in negotiations with our partners in the Assembly and the Executive, but this proposal sets a strong foundation for delivering real results,” said Senator Ryan.
Among the key labor wins included in the Senate proposal:
- Cracking Down on Wage Theft: The budget directs $5.1 million in grants to the Department of Labor to conduct wage theft investigations in-house, strengthening enforcement and ensuring workers receive the pay they’ve earned.
- Retirement Security Reform: The Senate supports reforms to Tier VI to improve benefits and address ongoing recruitment and retention challenges in public service.
- Expanded Temporary Disability Insurance (TDI): The proposal advances improvements to TDI, including increased benefits, coverage for individuals who have experienced pregnancy loss, and the ability to take intermittent daily leave—backed by a $5 million investment.
- Stronger Support for Human Service Workers: The budget increases the Targeted Inflationary Increase (TII) to 4%, includes an additional targeted salary increase of 1.3%, and expands the range of eligible positions—delivering much-needed financial support to a workforce that has long been underpaid despite providing essential services.
- Workplace Safety and Accountability: Public employers will now be required to develop and implement plans to prevent abusive conduct and bullying in the workplace, helping to foster safer, more respectful working environments.
- Faster Workers’ Compensation Hearings: A $57 million investment will ensure that the Workers’ Compensation Board holds initial hearings within 60 days of receiving a claim and medical report—helping injured workers access benefits more quickly and reducing harmful delays.
- Tax Relief for Tipped Workers: The Senate accepts the Executive proposal to eliminate taxes on certain tipped wages, putting more money back into the pockets of hardworking New Yorkers in the service industry.
