Senator Ryan Announces Passage of Legislation to Improve Accessibility in Firearms Training

Bill ensures New Yorkers with physical disabilities can complete required firearms training while seated
State Senator Christopher J. Ryan (SD-50) announced the passage of legislation S.10438 that will make New York State's concealed carry licensing process more accessible for individuals with physical disabilities while maintaining the state's existing firearms safety and proficiency standards.
The legislation allows individuals with documented physical disabilities that prevent them from standing to complete the required live-fire range training course and proficiency demonstration while seated. Applicants would still be required to complete all training, safety, and proficiency requirements necessary to obtain a concealed carry license.
"New York's laws should work for everyone, including people with disabilities," said Senator Ryan. "This bill makes a commonsense adjustment that allows individuals with physical disabilities to complete the same training and meet the same standards as every other applicant. We're not lowering the bar or changing the requirements—we're simply ensuring that qualified New Yorkers have a fair opportunity to participate in the licensing process."
New York's concealed carry licensing process includes extensive firearms safety training covering state and federal firearms laws, conflict de-escalation, situational awareness, suicide prevention, and a minimum two-hour live-fire range training course. While these requirements are intended to promote responsible firearm ownership, current law does not adequately accommodate individuals whose disabilities make standing for extended periods difficult or impossible.
Under the legislation, individuals seeking this accommodation must provide medical documentation verifying a physical disability that prevents them from standing during the live-fire training. All applicants must still successfully complete the training and proficiency demonstration under the supervision of a certified instructor.
The bill passed both houses and now awaits consideration by the Governor.
