S3179B Decreases the permitted amount of polycyclic aromatic hydrocarbons (PAHs) allowed in coal tar pavement products from 10,000mg/kg to 1,000 mg/kg. NAY 

S557 Relates to designating the month of May as "Maternal Mental Health Awareness Month". AYE

S616 Relates to designating the month of May as "Korean American Family Month". AYE

S1327A  Authorizes the Public Service Commission to set standards for payment plans for eligible customers set up by utility companies. AYE

S3111 Permits the principal of any high school to allow any local fire department, upon request, to enter the school for the purpose of fire department junior recruitment, including, but not limited to: making presentations; disseminating literature; and answering questions by students. AYE

S2458 Provides the NYC water board shall not establish a limit of less than six years to challenge any fee, rate, rent or other service charges for the use of or services furnished by the water board and/or sewerage systems. AYE

S161A Makes changes to the New York state district attorney and indigent legal services attorney loan forgiveness program including: expanding the eligibility period for indigent legal service attorneys to receive certain loan forgiveness; increasing loan reimbursement under the loan forgiveness program; expanding eligibility to include 18-b attorneys who provide an average of 120 hours per month to assigned counsel cases; and allowing an eligible attorney to apply after the completion of their second year (instead of their fourth year) of qualified services and annually after the completion of their third through eleventh year (currently fifth through ninth year) of qualified services. AYE

S2291 Expands the applicability of the assessment exemption for living quarters for parent or grandparent to include living quarters constructed or reconstructed before the effective date of the section providing such exemption. AYE (This bill expands a property tax exemption that incentivizes families to live together.)

S4525 Amends Criminal Procedure Law to make accusatory instruments and/or supporting depositions made by a deponent in a language other than English to be insufficient unless such documents are filed in the deponents native language with an affidavit from an interpreter or the writing in English from the translator with supporting affidavit. NAY (Onerous on law enforcement agencies. Highly technical.)

S2050 Increases the term of office of an election commissioner from two to four years beginning January first of each odd numbered year, making the terms of elections commissioner uniform across the state. AYE

S2398 Requires genetic testing results only be received by patients and health care providers providing direct care while health insurance companies only receive a record that the genetic testing was performed; provides insurers cannot require access to genetic testing results and cannot take adverse action against someone for not providing genetic testing results. AYE

S10166 GOVERNOR'S PROGRAM BILL - This extender will provide approximately $3.1 billion in additional appropriation authority from May 4, 2026, through Wednesday, May 6, 2026. AYE

S10167 GOVERNOR'S PROGRAM BILL - Relates to the administration of certain funds and accounts related to the 2026-2027 budget, authorizing certain payments and transfers. AYE

S3158 COSPONSOR Amends the Penal law to include any felony committed regarding animal fighting within the Enterprise Corruption statute's definition of "criminal act" thereby providing sentencing enhancements for certain animal fighting offenses. AYE

S2646 Adds Falls Brook, Jones Brook, Kelso Brook, Minerva Stream, and Trout Brook to the definition of inland waterways for the purposes of waterfront revitalization. AYE

S3629A Prohibits the participation of certain animals in traveling animal acts; prohibits the department of environmental conservation from issuing permits or licenses allowing participation of certain animals in traveling animal acts; excludes certain permanent performing institutions; imposes a civil penalty not to exceed $1000 for a violation.  NAY (Would eliminate educational value of exhibitions.)

S5014 Amends environmental conservation law to prohibit any person or legal entity from importing, exporting, transporting, processing, selling, offering for sale, otherwise exchanging or gifting, or possessing any part or product of an African Elephant, Leopard, Lion, Giraffe, or White or Black Rhinoceros. NAY (Hunting lawfully permitted in Africa.)

S197 COSPONSOR Enacts "Tucker's law"; removes the provision that provides that any term of imprisonment for a violation of aggravated cruelty to animals may not exceed two years. AYE

S1741 Provides that the penalty for the abandonment of animals is a misdemeanor, punishable by imprisonment for not more than one year, or by a fine of not less than five hundred dollars nor more than one thousand dollars, or by both. AYE

S1784 The bill would amend section 373 of Agriculture and Markets Law to require the property owner or lessor of property that has been vacated as a result of an eviction, foreclosure, default, or abandonment, to inspect the property within three days of such known vacancy to search for the presence of abandoned animals. AYE

S3026 Restricts the performance of surgical devocalization procedures on dogs and cats. AYE

S1636 Authorizes the city school district of the city of Salamanca to establish a reserve fund for federal impact aid in the event such aid is reduced. AYE

S1048 This bill would require public agencies that issue occupational licenses to establish a process for prospective license applicants with criminal histories to file a pre-application to find out if their criminal history would render them ineligible for such license. NAY (Could be burdensome on public agencies.)

S1664 COSPONSOR Amends the criminal procedure law, stating that following an arrest by a society for the prevention of cruelty to an animal officer, such officer shall be permitted access to the live scan fingerprinting system or similar technology. AYE

S9076 Directs the department of health to create an informational pamphlet concerning intrauterine devices; requires such informational pamphlet to be available on the department of health's website; requires practitioners to distribute such informational pamphlet to patients seeking contraceptives.  AYE

S2596 This bill would amend section 596 of the Labor Law as it relates to an individual's right to request a hearing regarding an unemployment insurance benefits claim. AYE

S9207 Prohibits restrictions on insurance policies based on the policyholder harboring or owning any dog of a specific breed or mixture of breeds.  AYE

S8733 Allows persons holding the office of correction officer in the county of Montgomery to be a resident of certain other counties. AYE

S3073A COSPONSOR Establishes a civil remedy for the protection of animals denied proper care by creating a special proceeding in the supreme court that will hold owners and caretakers liable if such animals under their care are mistreated. AYE

S5488 Allows humane societies, animal protective associations, municipal shelters and other animal rescue organizations to microchip dogs and cats in their possession if the animal is not already microchipped. AYE

S7204A Exempts the Caughdenoy Volunteer Fire Department, Inc., within the town of Central Square, Oswego county from the forty-five percent limit on non-resident members. AYE 

S428A This bill creates a new section within the public health law regarding chain restaurants; sodium content of menu items. Defines "chain restaurant" means a food service establishment, which is one of 15 or more locations that are operated under the same name, regardless of the type of ownership of the locations, and offering for sale substantially similar menu items. NAY (Selective nature of application to chain restaurants only.)

S319 Provides that for the purposes of educational leave, an eligible inmate shall include an inmate who is within two years of being an eligible inmate. NAY

S1227A This bill would create a study commission on reducing regulation for the deployment and interconnection of dispatchable energy resources across the state to increase renewable power generation and battery storage. AYE 

S5069 Provides a filing extension for the "enhanced" STAR exemption to initial applicants provided that such applicants have not been granted such extension before and such applicants are otherwise entitled to the exemption. AYE

S8263A  Authorizes the Congregation Khal Mevakshei Hashem, Inc. to receive retroactive real property tax exempt status for the 2024 assessment roll and all of the 2023-2024 school taxes. AYE

S3274 This bill would authorize special permits for bars to remain open between 4am and 10 am if approved by the State Liquor Authority. Further clarifies that it would only clarify to the morning of New Years Day. AYE

S9062 Adds Salmon Creek in Monroe County to the definition of inland waterways for the purposes of waterfront revitalization. AYE

S2498 Decreases the frequency of lock-down drills in schools; directs that such drills shall be implemented with a trauma-informed approach; permits parents to opt their children out of such drills. NAY

S611A Permits the court to allow victims of misdemeanor crimes to request and be granted an opportunity to speak at sentencing.  AYE

S4763A This bill expands notification requirements for the parent or guardian of an arrested youth and requires, in many circumstances the release of an arrested youth after the issuance of an appearance ticket.  NAY (Onerous.)

S3838A This bill amends public health law section 18, regarding access to patient information, specifically limitations on access, to establish that all medical records required to be released shall be made available to qualified persons, upon request, in an electronic format through a web portal and such records shall be in a format that allows such qualified persons to save the records to their own device.  AYE

S1551 Prohibits the release of a consumer's electrical or gas consumption data to any police officer, or private, local, state or federal law enforcement entity without a judicial court-ordered subpoena, warrant or the consumer's written consent. AYE

S3741A Modifies the requirements for financial disclosures for certain state and legislative officials, officers and employees to delete expired provisions. AYE

S9355 Authorizes the dormitory authority to provide financing to D'Youville Housing Association LLC for the construction of facilities on the campus of D'Youville University. AYE

S559 Increases compensation of election inspectors to $300 and coordinators to $350 in New York city. NAY (Increased costs to local entities.)

S1609 Requires the department of environmental conservation to submit an annual agency stormwater expenditure report containing a comprehensive estimate and summary of funds needed and funds spent on stormwater projects under the department of environmental conservation, the environmental facilities corporation, the department of state and other applicable agencies or state authorities. AYE

S4675 Empowers the office of fire prevention and control to, in coordination with the commissioner of the office for people with developmental disabilities and the chief disability officer, provide minimum basic training related to handling emergency situations involving individuals with any physical and/or developmental disability to all firefighters. AYE

S9735 Creates a new section 66-x in the public service law to establish a weatherization program that will developed by utilities and the PSC. The utility shall create a pilot program. AYE

S825A Establishes protections for minors who are featured in influencer-generated content that generate earnings from being shared on social media or other video-sharing websites.  AYE

S335 This bill would specify that any actions or practices which attempt to establish a monopoly or monopsony are illegal and void. NAY (May unintentionally apply to and hurt medium sized corporations.)

S1811 Designates May ninth as "Opioid Awareness Day". AYE

S2280C Requires DCJS, in consultation with the OPDV and other stakeholders, to update the domestic violence incident report form and develop training for law enforcement by January 1, 2026 to administer a lethality assessment. AYE

S3208 Repeals sections (3) and (4) of subsection a of section 26-405 of the administrative code of the City of New York, which requires the division of housing and community renewal to establish maximum rents using a maximum gross building rental formula, and requires building owners to provide the data necessary for DHCR to apply the formula. NAY

S4867A Prohibits the application of fail-first or step therapy protocols to coverage for the diagnosis and treatment of serious mental health conditions; defines serious mental health condition.  AYE

S8904A  Authorizes BOCES to lease real property for up to 20 years. AYE

S664 This bill would allow municipalities to levy property taxes on possessory interests of private individuals and corporations who operate on tax-exempt real property for business purposes. NAY (Increased Taxes.)

S654 This bill exempts public schools from being designated as early voting polling sites. NAY (Should be local decision. Imposition on businesses. Voting should be public.)

S3695 This bill prohibits the use of a "confession of judgment" (COJ) provision in any contract or agreement for a financial product or service regulated under the banking and insurance law. AYE

S3561 Requires the Empire State Development Corporation to conduct a study on the economic impact of the establishment of kitchen incubators. AYE

S3866B Provides access to menstrual products in toilet facilities in public buildings owned by the state that are determined to be opened to the public; requires reporting. AYE

S6281 Directs that moneys in the veterans' home services fund shall be payable on vouchers certified by the commissioner of veterans' services; directs a report to be submitted by such commissioner; directs that moneys in the military family relief fund shall be payable on vouchers certified by the commissioner of veterans' services. AYE

S5900 Relates to the distribution of educational materials regarding the misuse of and addiction to prescription drugs in counties with the most prevalent abuse of prescription opioids. AYE

S10221 GOVERNOR'S PROGRAM BILL - This extender will provide approximately $482 million in additional appropriation authority from May 7, 2026, through Monday, May 11, 2026. AYE
