Biography

NY State Senator Phil Boyle

A life-long resident of New York’s 4th State Senate District, Phil Boyle was born at Southside Hospital and raised in East Islip. He and his wife, Victoria Ryan, reside in Bay Shore with their Toy Fox Terrier, Livvy. Phil is the proud stepfather to Patrick and Sarah Ryan.

Phil received a Bachelor’s Degree in Political Science from the University of North Carolina at Chapel Hill, after previously attending the State University of New York at Geneseo. He continued his educational career, earning a law degree from Albany Law School and a Master's Degree in Public Administration from the Rockefeller College of Public Affairs and Policy at the University at Albany.

After law and graduate school, Phil served as a Senior Congressional Aide for several years on Capitol Hill.  He served four years as Legislative Director to the late Congressman Frank Horton (R-Rochester), then later as Campaign Manager and Chief of Staff to former Congressman Rick Lazio (R-Brightwaters).

Following his time in Washington D.C., Phil was elected to the New York State Assembly during a Special Election in 1994. He represented the 8th Assembly District, which encompassed portions of the Suffolk County Towns of Islip and Babylon. During his tenure in the NYS Assembly, Phil was considered one of the most fiscally conservative members of that body, while also consistently maintaining one of the Assembly’s highest pro-environment voting records.

Phil was elected to the New York State Senate in November of 2012. During his first term as Senator, Phil Chaired the State Senate’s Joint Task Force on Heroin and Opioid Addiction – a bipartisan committee tasked with gathering information on the devastating heroin epidemic that has wreaked havoc across New York. The Task Force held 18 forums throughout the state, bringing unprecedented attention to the opioid crisis, and proposed a package of bills that targeted prevention, treatment, and enforcement. Eleven of these anti-heroin measures passed the Legislature with broad bipartisan support, and were later signed into law by Governor Cuomo. 

After being re-elected to the Senate, Phil was named Chair of the Senate Committee on Commerce, Economic Development, and Small Business. As Chairman, Phil has worked to make New York State more business friendly with a focus on reducing taxes and unnecessary regulations while encouraging job growth and promoting the innovation economy.

Phil also serves as a member of the Senate Standing Committees on Housing, Construction, and Community Development; Codes; Local Government; and Racing, Gaming, and Wagering. Phil Boyle is also the Senate’s Co-Chair of the New York Legislative Aviation Caucus, which promotes a pro-growth and pro-jobs agenda centered on New York’s extensive aviation industry. 

Earlier in his legal career, Phil was a founding partner in the law firm of Steinberg & Boyle, LLP.

Actively involved in his community, Phil serves as a member of the Ancient Order of Hibernians and the Sierra Club, as well as a twenty-year member and former Emergency Medical Technician (EMT) with the Great River Fire Department.
