BILL NUMBER: S2806 TITLE OF BILL : An act to amend the local finance law, in relation to authorizing and empowering the county of Rockland to amortize the cost of the targeted county retirement program of the county of Rockland PURPOSE : The purpose of this bill is to make explicit the ability of the County of Rockland to issue bonds authorized by the Rockland County Legislature. SUMMARY OF PROVISIONS : Section 1, authorizing and empowering the County of Rockland to amortize its early retirement incentive over a period of ten years. Section 2, effective date. JUSTIFICATION : This legislation addresses the County of Rockland's need to amortize its early retirement incentive over a period of ten years in order to achieve maximum savings for its taxpayers. By amortizing this cost over ten years, it will help the County of Rockland alleviate certain pressures on its current cash flow issue.

MORAHAN -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to amend the local finance law, in relation to authorizing and empowering the county of Rockland to amortize the cost of the targeted county retirement program of the county of Rockland THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph a of section 11.00 of the local finance law is amended by adding a new subdivision 104 to read as follows: 104. PAYMENTS OF A TARGETED RETIREMENT PROGRAM BY THE COUNTY OF ROCK- LAND INCENTIVE PAYMENTS BY THE COUNTY OF ROCKLAND WITH RESPECT TO A TARGETED RETIREMENT PROGRAM FOR CURRENT EMPLOYEES, TEN YEARS. S 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD08110-02-9
