                                BILL NUMBER:S3734

TITLE OF BILL:  An act to amend the vehicle and traffic law, in
relation to allowing "Safe-Teen-NY Driver" stickers on number plates
of vehicles driven by persons under the age of eighteen

PURPOSE:

Allows that "Safe-Teen-NY Driver" stickers be placed on license plates
of motor vehicles driven by individuals who are under eighteen years
old or parents.

SUMMARY OF PROVISIONS:

Section 1 Section 507 of the vehicle and traffic law is amended by
adding a new subdivision 6; Display of permit sticker.

Section 2. This act shall take effect on the one hundred eightieth day
after it shall have become a law, provided that the commissioner of
motor vehicles is immediately authorized and directed to promulgate,
amend and/or repeal any rules and regulations necessary to implement
the provisions of this act on its effective date.

JUSTIFICATION:

The leading cause of death among teens is motor vehicle crashes, and

the risk of these crashes is higher among 16 to 19 year olds than
among any other age group. By mandating that every individual under
the age of eighteen, who holds a learner's permit, a DJ license, or an
MJ license, as well as the parents and legal guardians of such
individuals, display a "Safe-Teen-NY Driver" sticker, it creates
better awareness on the roads by allowing other drivers notice that a
new driver is near them.

Creating awareness that inexperienced drivers are on the road, gives
other drivers the time and notice to take extra precautions.

AN ACT to amend the vehicle and traffic law,  in  relation  to  allowing
  "Safe-Teen-NY  Driver" stickers on number plates of vehicles driven by
  persons under the age of eighteen

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  507 of the vehicle and traffic law is amended by
adding a new subdivision 6 to read as follows:
  6.  DISPLAY OF SAFE-TEEN-NY DRIVER STICKER. ANY PERSON  WHO  IS  UNDER
THE  AGE  OF  EIGHTEEN  AND  HOLDS A LEARNER'S PERMIT, LIMITED CLASS DJ,
LIMITED CLASS MJ LICENSE, CLASS DJ OR CLASS MJ LICENSE,  MAY  DISPLAY  A
SAFE-TEEN-NY  DRIVER STICKER AFFIXED ON OR NEAR THE NUMBER PLATE OF EACH
VEHICLE DRIVEN BY SUCH PERSON. THE PARENTS AND LEGAL GUARDIANS  OF  SUCH
PERSON MAY ALSO DISPLAY A SAFE-TEEN-NY DRIVER STICKER. THE STICKER SHALL
BE  YELLOW  IN  COLOR,  AND  BEAR  THE  WORDS "SAFE-TEEN-NY DRIVER". THE
DEPARTMENT SHALL DEVELOP AND MAINTAIN SUCH STICKERS  FOR  ISSUANCE  UPON
REQUEST PURSUANT TO THIS SUBDIVISION.
  S 2. This act shall take effect on the one hundred eightieth day after
it  shall  have  become  a  law, provided that the commissioner of motor
vehicles is immediately authorized and  directed  to  promulgate,  amend
and/or  repeal  any  rules  and  regulations  necessary to implement the
provisions of this act on its effective date.
