BILL NUMBER:A10303 TITLE OF BILL: An act to amend the public authorities law, in relation to requiring the metropolitan transportation authority to hold hearings in each borough on separate days before any proposed changes in services or fares are implemented PURPOSE OR GENERAL IDEA OF BILL: The purpose of this legislation is to require the MTA to hold hearings regarding changes in fares or service in each borough and to limit hearings to per day. SUMMARY OF SPECIFIC PROVISIONS: Section 1263 of the public authorities law is amended by adding a new subdivision 10 stating: when a public hearing is required by law, rule or regulation to be held within the city of New York before any proposed changes in services or fares can take effect, the authority shall hold a companion hearing in each borough of the city of New York provided however, that such public hear- ings shall be limited to one hearing per day. JUSTIFICATION: In the most recent round of public comment hearings, the MTA held multiple forums simultaneously in different boroughs, The MTA does not require board members to attend a specified number of hearings, and the practice of scheduling simultaneous hearings reduces the number of members at a specific event. As a result, the public's thoughts on fare hikes, service cuts and other changes are heard by fewer board members than is optimal.
