MILLMAN -- read once and referred to the Commit- tee on Corporations, Authorities and Commissions AN ACT to amend chapter 549 of the laws of 1994, amending the public authorities law relating to the membership composition of the metro- politan transportation authority board, in relation to extending the effectiveness of such provisions THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 3 of chapter 549 of the laws of 1994, amending the public authorities law relating to the membership composition of the metropolitan transportation authority board, as amended by chapter 415 of the laws of 2007, is amended to read as follows: S 3. This act shall take effect January 1, 1995 and shall expire and be deemed repealed on January 1, [2010] 2012 and upon such date the provisions of law amended by this act shall revert to and be read as if the provisions of this act had not been enacted. S 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD10632-01-9

BILL NUMBER:A7137A TITLE OF BILL: An act to amend chapter 549 of the laws of 1994, amending the public authorities law relating to the membership composition of the metropolitan transportation authority board, in relation to extending the effectiveness of such provisions PURPOSE OR GENERAL IDEA OF BILL: Chapter 415 of the laws of 2007 extended from January 1, 2008 to January 1, 2010 provisions relating to the composition of the MTA Board to include two non-voting members (one to represent the riders and one to represent labor). This bill extends the sunset provision to January 1, 2012. SUMMARY OF SPECIFIC PROVISIONS: Section 1 of the bill extends chapter 415 of the laws of 2007 from January I, 2010 to January 1, 2012. Section 2 is the effective date. JUSTIFICATION: The two non-voting members of the MTA Board serve rotating 18-month terms with 4 alternate non-voting members. The objective of this somewhat confusing system of rotating non-voting members is to have one non-voting member representing the commuters (the users of transit, Long Island Railroad or Metro-North Railroad) interests and one non-voting member representing labor (transit, Long Island Railroad or Metro-North Railroad) interests, with the only restriction being that the two non-voting members serving at anyone time can not both represent the same MTA agency. S 3. This act shall take effect immediately and shall be deemed to have been in full force and effect on and after January 1, 2010.
