ALFANO, CONTE, McDONOUGH, RAIA -- read once and referred to the Committee on Transportation AN ACT in relation to a report by the department of transportation on noise abatement procedures at certain heliports and airports THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The New York state department of transportation, with the cooperation of the heliports and airports described in this section, is authorized and directed to submit a report on the status of aircraft compliance with noise abatement procedures at public use heliports in the county of Suffolk, and public use airports in the county of Suffolk having not more than two hundred twenty based aircraft according to the 2005 annual aviation inventory conducted by the department of transpor- tation in accordance with the provisions of subdivision 14-a of section 14 of the transportation law. Such report shall include, but not be limited to: 1. a description of noise abatement procedures at such heliports and airports; 2. a description of such heliports' and airports' operations and an assessment of aircraft compliance with noise abatement procedures at such heliports and airports, including, where such information is avail- able: (a) the number of aircraft landings and take-offs, by aircraft type and time of day, at each such heliport and airport on a monthly and annual basis; (b) the number of incidents, on a monthly and annual basis, of aircraft in non-compliance with such noise abatement procedures; and (c) the number of aircraft in compliance with such noise abatement procedures; 3. the means by which such heliports and airports: EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. BILL NUMBER:A7153A TITLE OF BILL: An act in relation to a report by the department of transportation on noise abatement procedures at certain heliports and airports PURPOSE: This bill authorizes and directs the department of transporta- tion To prepare a report on noise abatement procedures at certain heli- ports And airports in the county of Suffolk. SUMMARY OF PROVISIONS: Section 1- The New York State department of transportation directed To submit a report on accordance with the provisions of subdivision 14-a of section 14 of the transportation law. Section 2- Contains Effective Date. JUSTIFICATION: Increase demand for helicopter services to the eastern end of Long Island has had an impact on noise levels in local East End communities, affecting the quality of life of residents living in these communities. Noise abatement procedures depend upon voluntary compliance by aircraft. The purpose of this legislation is to provide additional oversight to the monitoring of, and better compliance with, noise abate- ment procedures by aircraft flying over the eastern end of Long Island.
