BILL NUMBER: S1230 TITLE OF BILL : An act to amend the general municipal law, in relation to the membership of the Niagara county industrial development agency PURPOSE : To provide for the designation of a member of the Niagara County Industrial Development Agency. This legislation would provide for minority representation on the NCIDA. SUMMARY OF PROVISIONS : Subdivision 3 of section 916-a of the general municipal is amended by adding language that provides for an additional seat to be maintained by the president of the Niagara Falls Branch of the National Association for the Advancement of colored People; EXISTING LAW : New bill. JUSTIFICATION : This measure expands minority representation on the NCIDA board by requiring appointment of the President of the Niagara Falls Chapter of the NAACP to the NCIDA. This allows for a representative board to address the needs of the Niagara Region which includes a variety of

THOMPSON -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to amend the general municipal law, in relation to the membership of the Niagara county industrial development agency THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 3 of section 916-a of the general municipal law, as added by chapter 459 of the laws of 1989, is amended to read as follows: 3. Notwithstanding the provisions of subdivision two of section eight hundred fifty-six of article eighteen-A of this chapter, the agency shall consist of not less than three nor more than nine members who shall be appointed by the governing body of the county of Niagara. AN ADDITIONAL SEAT SHALL BE MAINTAINED BY THE PRESIDENT OF THE NIAGARA FALLS BRANCH OF THE NATIONAL ASSOCIATION FOR THE ADVANCEMENT OF COLORED PEOPLE. S 2. This act shall take effect on the ninetieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD01084-01-9
