                                 BILL NUMBER:  S3351

 TITLE OF BILL :
An act to amend the parks, recreation and historic preservation law,
in relation to the membership of the Saratoga-Capital district
regional park, recreation and historic preservation commission


 PURPOSE OF THE BILL :

The purpose of this bill is to reduce the number of member.s
comprising the Saratoga-Capital District Regional Park, Recreation and
Historic Preservation Commission (Saratoga-Capital District
Commission), and require all members to be residents of the eleventh
park region.

 SUMMARY OF PROVISIONS :

Section 1 of this bill amends Parks, Recreation and Historic
Preservation Law (PRHPL) § 7.05(2)(f) to reduce the number of members
of the Saratoga Commission from fourteen to nine, and require all such
members to be residents of the eleventh park region.

Section 2 of this bill provides that the bill will take effect on the
ninetieth day after it becomes a law.

 EXISTING LAW :

PRHPL § 7.05(2)(f) provides that the Saratoga-Capital District
Commission shall have fourteen members, seven of whom must be
residents of the eleventh park region.

 PRIOR LEGISLATIVE HISTORY :

This is a new bill.

 STATEMENT IN SUPPORT :

With the exception of the Saratoga-Capital District Region, each of
the eleven state park regions has a commission made up of seven or
nine members. The Saratoga-Capital District Commission has fourteen
members, and only seven of the members are required to live within the
eleventh park region.  The large number of members, combined with the
requirement that only half of them live in the eleventh park region,
has made it difficult to gather a quorum for meetings. This bill will
allow the Saratoga-Capital District Commission to function more
efficiently and effectively.

 BUDGET IMPLICATIONS :

This bill may result in some modest fiscal savings to the State from
reduced reimbursements for travel and other expenses incurred by
members of the Saratoga-Capital District Commission.

 EFFECTIVE DATE
This bill would be effective on the ninetieth day after it becomes a
law.

AN  ACT to amend the parks, recreation and historic preservation law, in
  relation to the membership of the Saratoga-Capital  district  regional
  park, recreation and historic preservation commission

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Paragraph (f) of subdivision  2  of  section  7.05  of  the
parks,  recreation  and historic preservation law, as amended by chapter
679 of the laws of 1981, is amended to read as follows:
  (f) Saratoga-Capital district  state  park,  recreation  and  historic
preservation commission. The commission shall consist of [fourteen] NINE
members,  at  least  [seven]  SIX  of  whom shall reside in the eleventh
region.
  S 2. This act shall take effect on the ninetieth day  after  it  shall
have become a law.
