AN ACT in relation to authorizing the town of Lansing, Tompkins  county,
  to  use  certain  lands conveyed thereto by the state for any purpose;
  and to repeal chapter 284 of the laws of 1993 relating to  authorizing
  the  town  of  Lansing, Tompkins county, to use certain lands conveyed
  thereto by the state for certain government purposes

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. Notwithstanding the provisions of section 34 of the public
lands law, or any other provision of general, special or local law,  and
notwithstanding  the provisions of any deed covenant made with the state
of New York or any deed restrictions imposed thereby  to  the  contrary,
the  town  of Lansing is authorized to use any land, or portion thereof,
as conveyed by the office of general services by deed executed on Novem-
ber 10, 1992 (as approved by the state  comptroller  upon  December  14,
1992  and filed in the (i) New York state book of patents No. 95 at page
366, and (ii) Tompkins county clerk's office upon January  5,  1993,  at
Liber  691 of Deeds, pages 336-338) for any purposes whatsoever, includ-
ing, without limitation, the right and ability to  sell  or  lease  such
land or portion thereof.
  S  2.  The right of reversion in, to and benefitting the people of the
state of New York, whether enforceable by the attorney general or other-
wise, be and hereby is surrendered and of no further force or effect.
  S 3. Chapter 284 of the laws of 1993 relating to authorizing the  town
of  Lansing,  Tompkins  county, to use certain lands conveyed thereto by
the state for certain government purposes, is REPEALED.
  S 4. This act shall take effect immediately.

AN  ACT authorizing the commissioner of general services to sell certain
  lands in the town of Lansing

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  commissioner  of  general services is authorized and
empowered to sell and convey for fair market value to the town of  Lans-
ing, in the county of Tompkins upon such terms and conditions, including
consideration  as  he or she may fix and determine, all of the property,
right, title and interest of the people of the state of New York in  and
to  lands  lying  on  the  part of the site conditionally transferred by
chapter 284 of the laws of 1993.
  S 2. The lands authorized by this act to be conveyed are more  partic-
ularly described as follows:
All  that  certain piece or parcel of land situated in the town of Lans-
ing, county of Tompkins, and the state of New York, being a  portion  of
the  lands  known  as  the "State Department of Social Services Training
School," being more particularly bounded and described as follows:
  Beginning at an iron rod set in the westerly bounds of New York  State
Route  34  and its intersection with the division line between the lands
of The People of the State of New York, on the north, and lands  now  or
formerly  of  Patricia  A.  Porter  (Liber 647, page 555), on the south:
running thence S. 87° 16' 43" W generally along a wire fence marking the
last mentioned division line, 479.09 feet to a fence post: thence S. 00°
55' 12" E., along the westerly bounds of said lands of Porter  and  then
along  the westerly bounds of lands now or formerly of Donald O. Carroll
(Liber 615, page 1071), 1260.74 feet to an existing granite monument  in
