BILL NUMBER: S6128 TITLE OF BILL : An act directing the New York State Energy Research and Development Authority to undertake a statewide study of consumer behaviors with respect to energy efficiency and clean energy technology programs PURPOSE : The purpose of this legislation is to direct the New York State Energy Research and Development Authority (NYSERDA) to conduct a study assessing consumer behavior and market price fluctuations in order to accurately gauge the individual and cumulative impact of energy efficiency programs in the State of New York. SUMMARY OF PROVISIONS : This is a special act. JUSTIFICATION : The State of New York allocates hundreds of millions of dollars annually to a wide range of state and local programs designed to improve energy efficiency and achieve demand reduction. While NYSERDA and the Energy Efficiency Portfolio Standard (EEPS) structure have oversight and reporting requirements to assess actual energy savings achieved through the use of ratepayer money, there are two significant roadblocks to accurately gauging the amount of energy saved. MAZIARZ -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT directing the New York State Energy Research and Development Authority to undertake a statewide study of consumer behaviors with respect to energy efficiency and clean energy technology programs THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. 1. The New York State Energy Research and Development Authority shall undertake a statewide study of consumer behaviors with respect to energy efficiency and clean energy technology programs. The authority may contract with an independent and competitively selected contractor to undertake such study. The authority shall prepare a report on its findings. On or before July 1, 2010, the authority shall transmit such report to the governor, the speaker of the assembly, the temporary president of the senate, the chairman of the assembly environmental conservation committee, ranking minority member of the assembly environ- mental conservation committee, the chairman of the senate environmental conservation committee, ranking minority member of the senate environ- mental conservation committee, the chairman of the assembly energy committee, the ranking minority member of the assembly energy committee, the chairman of the senate energy and telecommunications committee, the ranking minority member of the senate energy and telecommunications committee, the chairman of the assembly corporations, authorities and commissions committee, the ranking minority member of the assembly corporations, authorities and commissions committee, the chairman of the senate corporations, authorities and commissions committee, the ranking minority member of the senate corporations, authorities and commissions committee, and the chairman of the assembly subcommittee on renewable energy.
