AN ACT to authorize the Manhattan Youth Recreations and Resources,  Inc.
  to file applications for real property tax exemptions

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1.  Notwithstanding any other provision of law to the  contra-
ry, the assessor of the borough of Manhattan, City of New York is hereby
authorized to accept from the Manhattan Youth Recreations and Resources,
Inc.,  applications  for exemptions from real property taxes pursuant to
section 420-a of the real property tax law for the assessment  rolls  as
to  which  June 28, 2007 was the taxable status date with respect to the
school and general taxes for the 2007 and 2008 assessment rolls for  the
parcels  designated  as section 1, block 142, lot 1102 in the borough of
Manhattan, City of New York. If  accepted,  the  applications  shall  be
reviewed  as  if  they had been received on or before the taxable status
date established for such rolls.
  If satisfied that such non-profit organization: (i) acquired title  to
the  properties  for which it seeks exemptions subsequent to the taxable
status date established for such rolls and prior to the  taxable  status
date  for  the  next ensuing assessment roll and (ii) would otherwise be
entitled to such  exemptions if such non-profit organization  had  filed
applications  for exemptions by the appropriate taxable status date, the
assessor of the borough  of  Manhattan,  City  of  New  York  may  grant
exemptions  from  all taxation beginning with the date of acquisition of
the properties by such  non-profit  organization  and  make  appropriate
corrections  of  the  subject  rolls. If exemptions are granted and such
non-profit organization therefore shall have paid any tax  with  respect
to  the subject rolls, the assessor of the borough of Manhattan, City of
New York may, in its sole discretion, provide for the  refund  of  those
taxes  paid  and  cancel  taxes, fines, penalties, or interest remaining
unpaid.
  S 2. This act shall take effect immediately.

AN ACT to authorize Manhattan Youth Recreations and Resources,  Inc.  to
  file an application for exemption from real property taxes

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding any other provision of law to the contrary,
the commissioner of the New York city department of  finance  is  hereby
authorized  to  accept  from  Manhattan  Youth Recreations and Resources
Inc., a not-for-profit corporation, an application  for  exemption  from
real  property  taxes pursuant to section 420-a of the real property tax
law for the 2007 and 2008 assessment rolls, for the parcel owned by such
corporation in the city of New York, borough of Manhattan, designated as
block 142, lot 1102 in such borough. If accepted, the application  shall
be  reviewed  as if it had been received on or before the taxable status
date established for such assessment rolls.
  If satisfied that such corporation would otherwise be entitled to such
exemption if such corporation had filed an application for exemption  by
the  appropriate  taxable  status date, the commissioner of the New York
city department of finance, upon approval by the  city  council  of  the
city  of New York, may grant exemption from all taxation with respect to
the subject tax rolls due and owing by such corporation on the effective
date of this act and cancel taxes, fines, penalties and interest remain-
ing unpaid, and make appropriate correction of  the  subject  assessment
rolls.
  S 2. This act shall take effect immediately.
