Authorizes persons who held temporary employment by the New York State department of agriculture and markets as a veterinarian one or animal health inspector one as a member of the emergency veterinary corps to appear or practice before a state agency within two years of the termination of such employment.

BILL NUMBER:A10772 TITLE OF BILL: An act to amend the public officers law, in relation to post-employment restrictions PURPOSE OF THE BILL: This bill would clarify that private veterinarians and veterinary tech- nicians serving the State as part of an activated Emergency Veterinary Medical Corps are not prohibited from appearing before the Department of Agriculture and Markets (Department) following such service. SUMMARY OF PROVISIONS: Section 1 of the bill would amend Public Officers Law (POL) § 73(8) to provide that the two year and lifetime prohibitions against appearing before former State agency employers do not apply to any person as a result of his or her temporary employment by the Department as part of the New York State Emergency Veterinary Medical Corps. Section 2 of the bill would provide for an immediate effective date. GABRYSZAK, KOON, McENENY, MILLMAN -- (at request of the Department of Agriculture and Markets) -- read once and referred to the Committee on Governmental Operations AN ACT to amend the public officers law, in relation to post-employment restrictions THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 8 of section 73 of the public officers law is amended by adding a new paragraph (i) to read as follows: (I) THE PROVISIONS OF SUBPARAGRAPHS (I) AND (II) OF PARAGRAPH (A) OF THIS SUBDIVISION SHALL NOT APPLY TO ANY PERSON AS A RESULT OF HIS OR HER TEMPORARY EMPLOYMENT BY THE NEW YORK STATE DEPARTMENT OF AGRICULTURE AND MARKETS IN THE CIVIL SERVICE TITLE OF VETERINARIAN ONE OR ANIMAL HEALTH INSPECTOR ONE AND THEIR SERVICE, IN THAT CAPACITY, AS A MEMBER OF THE NEW YORK STATE EMERGENCY VETERINARY CORPS.
