BILL NUMBER:A290 TITLE OF BILL: An act to amend the education law, in relation to estab- lishing the "say yes to education demonstration program" PURPOSE: To establish in the city of Syracuse and up to five other cities a demonstration program in conjunction with the Say Yes to Educa- tion foundation. This program would provide free tuition at any SUNY or CUNY university, after all available financial aid has been received and deducted from the tuition amount, to any student who graduates from the school district in one of the demonstration cities and who is admitted to a SUNY or CUNY school. SUMMARY OF PROVISIONS: Section 1 establishes the demonstration program. Section 2 establishes an effective date. JUSTIFICATION: This program, promoted by the Say Yes to Education foun- dation, has two purposes: to make a college education a viable option for poor inner city children who would not be able to attend college otherwise, and to provide a needed economic boost to struggling New York cities through workforce development. Students need to be admitted to and matriculate at a SUNY or CUNY before being eligible for this program. Costs to the State will be minimized by any financial aid the student is eligible to receive.
