AN ACT to amend the  environmental  conservation  law,  in  relation  to
  establishing beverage container recycling assistance grants

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The environmental conservation law is amended by  adding  a
new section 27-1016 to read as follows:
S 27-1016. BEVERAGE CONTAINER RECYCLING ASSISTANCE GRANTS.
  WITHIN THE LIMITS OF APPROPRIATIONS MADE AVAILABLE PURSUANT TO SECTION
NINETY-TWO-S  OF  THE STATE FINANCE LAW FOR MUNICIPAL RECYCLING PROJECTS
OR ANY OTHER APPROPRIATION FOR SUCH PURPOSE, THE COMMISSIONER IS AUTHOR-
IZED TO PROVIDE GRANTS TO MUNICIPALITIES  AND  NOT-FOR-PROFIT  ORGANIZA-
TIONS TO SUPPORT COSTS OF EQUIPMENT, AND/OR THE ACQUISITION AND/OR REHA-
BILITATION  OF  REAL  PROPERTY  OR STRUCTURES RELATED TO THE COLLECTING,
SORTING, AND PACKAGING OF EMPTY BEVERAGE  CONTAINERS  PURSUANT  TO  THIS
TITLE.
  S  2. This act shall take effect on the first of January next succeed-
ing the date on which it shall have become a law.
