AN ACT to amend the education law, in relation to establishing  an  arts
  advisory committee for the New York city public school district

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 2590-b of the education law, as amended by a  chap-
ter of the laws of 2009 amending the education law and other laws relat-
ing  to the New York city board of education, as proposed in legislative
bills numbers S.5887 and A.8903-A, is amended by adding a  new  subdivi-
sion 8 to read as follows:
  8.  (A)  THERE SHALL BE AN ARTS ADVISORY COMMITTEE CREATED PURSUANT TO
THIS SECTION TO ADVISE CITY BOARD MEMBERS ON MATTERS RELATED TO THE ARTS
IN THE SCHOOLS. THE ARTS ADVISORY COMMITTEE SHALL HAVE THE POWER TO:
  (I) ADVISE AND COMMENT ON  ANY  EDUCATIONAL  OR  INSTRUCTIONAL  POLICY
INVOLVING ARTS EDUCATION;
  (II)  ISSUE  AN  ANNUAL REPORT ON THE EFFECTIVENESS OF THE CITY SCHOOL
DISTRICT IN PROVIDING ARTS EDUCATION AND MAKE RECOMMENDATIONS, AS APPRO-
PRIATE, ON HOW TO IMPROVE THE EFFICIENCY AND DELIVERY OF SUCH  SERVICES;
AND
  (III)  HOLD  PUBLIC  MEETINGS TO DISCUSS ISSUES RELATED TO ARTS EDUCA-
TION.
  S 2. This act shall take effect on the  same  date  and  in  the  same
manner  as  a chapter of the laws of 2009 amending the education law and
other laws relating to the New York city board of education, as proposed
in legislative bills numbers S.5887 and A.8903-A, takes effect.
