Introduced  by  Sen.  KRUGER  --  (at request of the State Commission on
  Public Integrity) -- read twice and ordered printed, and when  printed
  to be committed to the Committee on Finance

AN  ACT  to amend the legislative law, in relation to adjusting the time
  period for which business  records  and  relevant  documents  must  be
  retained

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Paragraph (i) of subdivision (b)  of  section  1-e  of  the
legislative  law, as amended by section 1 of part S of chapter 62 of the
laws of 2003, is amended to read as follows:
  (i) Such statements of registration shall be kept on file for a period
of three [years] BIENNIAL FILING PERIODS for those filing periods  where
annual  statements  are required, and shall be open to public inspection
during such period;
  S 2. Paragraph 3 of subdivision (c) of section 1-e of the  legislative
law,  as amended by chapter 1 of the laws of 2005, is amended to read as
follows:
  (3) if such lobbyist is retained or employed  pursuant  to  a  written
agreement  of  retainer  or  employment,  a  copy  of such shall also be
attached and if such retainer or employment is oral, a statement of  the
substance  thereof; such written retainer, or if it is oral, a statement
of the substance thereof, and any amendment thereto, shall  be  retained
for a period of three [years] BIENNIAL FILING PERIODS;
  S 3. Subparagraph (v) of paragraph 5 of subdivision (b) of section 1-h
of  the  legislative  law, as added by chapter 2 of the laws of 1999, is
amended to read as follows:
  (v) expenses of more than fifty dollars shall  be  paid  by  check  or
substantiated  by receipts and such checks and receipts shall be kept on
file by the lobbyist for a period of three [years] BIENNIAL FILING PERI-
ODS.
