BILL NUMBER: S5178 TITLE OF BILL : An act to amend chapter 53 of the laws of 2009, enacting the education, labor and family assistance budget, in relation to charter schools PURPOSE : This legislation would enable the state to apply for and receive nearly $14 million in federal grants for per-pupil facility funding over the next five years. SUMMARY OF SPECIFIC PROVISIONS : Section 1 of chapter 53 of the laws of 2009 is amended to add up to $1 million for the establishment of a per-pupil facilities aid program for charter schools that is required for federal grant eligibility. JUSTIFICATION : This bill would add new language to the existing Charter School Stimulus account of the General Fund. This language would enable the state to apply for and receive nearly $14 million in federal grants for per-pupil facility funding over the next five years. This funding would come from existing appropriation levels in the above mentioned account, and does not obligate the state to additional out-year financial obligations. The Federal grant is through the U.S. Department of Education, DFDA Number 84-282D; applications are due by July 1, 2009 and require a state law authorizing per-pupil facilities aid for charter schools.
