AN ACT in relation to authorizing certain dollars of aid and  incentives
  for the city of Syracuse

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding any other provision of law to the contrary,
for the state fiscal year beginning April 1, 2010,  and  in  each  state
fiscal  year  thereafter,  ten million dollars of aid and incentives for
municipalities otherwise due and payable to the city of Syracuse  on  or
before  March  31 shall be paid on or before June 30 in such fiscal year
upon written request by the chief elected official of such city  to  the
director  of  the  budget,  provided  such request is made no later than
April 1, 2010.
  S 2. This act shall take effect immediately.
