AN ACT to amend the tax law, in relation to  real  estate  transfer  tax
  deposits into the environmental protection fund; to amend the environ-
  mental  conservation law, in relation to the recycling, reuse and safe
  handling of electronic equipment sold in the state  of  New  York;  in
  relation  to  hazardous  waste  program  fees  and  surcharges; and in
  relation to penalties for enforcement of violations; to repeal section
  72-0403 of the environmental conservation law  relating  to  hazardous
  waste program surcharges; and making appropriations for the support of
  government

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1.  (a) The several amounts specified in this  act  for  state
operations  and  for  aid  to localities, or so much thereof as shall be
sufficient to accomplish the purposes designated by the  appropriations,
are  hereby  appropriated  and  authorized  to  be  paid  as hereinafter
provided, to the respective public officers and for the several purposes
specified.
  (b) The several amounts specified in this act for capital projects, or
so much thereof as shall be necessary to accomplish the purpose  of  the
appropriations,  are appropriated by comprehensive construction programs
(hereinafter  referred  to  by  the  abbreviation  CCP),  purposes,  and
projects  designated  by  the  appropriations, and authorized to be made
available as hereinafter provided to  the  respective  public  officers;
such  appropriations  shall be deemed to provide all costs necessary and
pertinent to accomplish the intent of the appropriations and are  appro-
priated  in  accordance  with  the provisions of section 93 of the state
finance law.
