BRINDISI, MAGEE -- Multi-Sponsored by -- M. of A. TENNEY -- read once and referred to the Committee on Corporations, Authorities and Commissions AN ACT to authorize the New York state urban development corporation to enter into agreements to develop a Cyber Research Institute THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Legislative Findings. The legislature finds that the issue of securing networked computer systems is of increasing importance. Governments at all levels, including the military, private businesses, and individuals have increasingly become the targets of cyber attacks which range from theft of privileged or proprietary information to destructive efforts to impede or shut down systems which operate key elements of infrastructure, banking and business transactions, or vital functions of government, to name just a few. The increasing demands posed by this threat create a need for research and development in the area of cyber security in an environment which will allow pursuit of these studies in both an open academic setting and, also, in a secure environment for classified research. The United States Air Force Research Lab at Rome, New York is presently conducting important work at its Information Assurance and Cyber Science Technology Laboratory. It is noted that several private businesses are presently engaged in cyber science work in close proximity to the Air Force Research Lab at Rome at the Griffiss Business and Technology Park, and several New York colleges and universities offer undergraduate and graduate programs in cyber science and security. This combination of resources uniquely positions the state of New York to become a leader in cyber security research and development. S 2. (a) The New York state urban development corporation shall under- take to establish, through public and private partnerships, which shall include the Air Force Research Laboratory at Rome, New York based colleges and universities, private businesses, and not-for-profit enti- ties, a Cyber Research Institute to be located at the Griffiss Business and Technology Park in Rome, New York.
