BILL NUMBER:S760

TITLE OF BILL:

An act
to amend the parks, recreation and historic preservation law and the
state finance law, in relation to establishing a historic preservation
revolving loan program

PURPOSE:

To establish a revolving loan fund for the purposes of historic
preservation.

SUMMARY OF PROVISIONS:

This bill amends the Parks, Recreation and Historic Preservation Law
by adding a new section 14.11, which directs the Commissioner of the
Office of Parks, Recreation and Historic Preservation to establish a
historic preservation revolving loan fund. Section 2 amends the State
Finance Law by adding a new section 91-h, placing jurisdiction of
this fund under the State Comptroller and the Commissioner of
Taxation and Finance.

JUSTIFICATION:

Many communities do not have the resources available to engage in the
preservation of local historic sites. These sites, which could
improve the culture, economic, and historic value of a region, are
often neglected. This fund will make it possible for many communities
to actively improve their local landscape without undue expense to
the taxpayer.

LEGISLATIVE HISTORY:

2009-10: S.4679 Referred to Cultural Affairs, Tourism, Parks & Recreation
2007-08: S.406-A Passed Senate
2006: S.6491/A.5721 Referred to Finance
2005: A.5721 Referred to Cultural Affairs, Tourism, Parks & Recreation
2003-04: A.4677 Referred to Tourism, Arts & Sports Development

FISCAL IMPLICATIONS:

None to the State.

EFFECTIVE DATE:
This act shall take effect 180 days after it shall have become law,
with provisions.
