BILL NUMBER:S2681 TITLE OF BILL: An act to amend the parks, recreation and historic pres- ervation law and the state finance law, in relation to establishing a historic preservation revolving loan program PURPOSE: To establish a revolving loan fund for the purposes of histor- ic preservation. SUMMARY OF PROVISIONS: This bill amends the Parks, Recreation and Historic Preservation Law by adding a new section 14.11, which directs the Commissioner of the Office of Parks, Recreation and Historic Preser- vation to establish a historic preservation revolving loan fund. Section 2 amends the State Finance Law by adding a new section 91-e, placing jurisdiction of this fund under the State Comptroller and the Commis- sioner of Taxation and Finance. JUSTIFICATION: Many communities do not have the resources available to engage in the preservation of local historic sites. These sites, which could improve the culture, economic, and historic value of a region, are often neglected. This fund will make it possible for many communities to actively improve their local landscape without undue expense to the taxpayer. LEGISLATIVE HISTORY: 2011,2012: S.760 Reported to Finance
