AN ACT to amend the public authorities law, in relation to requiring the
  New York state energy research and development authority to  establish
  the energy efficiency portfolio standard and approving programs

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The public authorities law  is  amended  by  adding  a  new
section 1873 to read as follows:
  S  1873.  EXAMINATION AND REPORTING OF ENERGY EFFICIENCY GRANT RECIPI-
ENTS; REQUIRED.  THE AUTHORITY SHALL SUBMIT TO THE GOVERNOR, THE SPEAKER
OF THE ASSEMBLY, THE TEMPORARY PRESIDENT OF THE SENATE, THE CHAIR OF THE
STATE ENERGY PLANNING BOARD, THE CHAIR OF THE ASSEMBLY ENERGY COMMITTEE,
THE RANKING MINORITY MEMBER OF THE ASSEMBLY ENERGY COMMITTEE, THE  CHAIR
OF  THE  SENATE  ENERGY  AND  TELECOMMUNICATIONS  COMMITTEE, THE RANKING
MINORITY MEMBER OF THE SENATE ENERGY AND  TELECOMMUNICATIONS  COMMITTEE,
THE  CHAIR  OF  THE  ASSEMBLY  CORPORATIONS, AUTHORITIES AND COMMISSIONS
COMMITTEE, THE RANKING MINORITY MEMBER  OF  THE  ASSEMBLY  CORPORATIONS,
AUTHORITIES  AND  COMMISSIONS  COMMITTEE, THE CHAIR OF THE SENATE CORPO-
RATIONS, AUTHORITIES AND COMMISSIONS  COMMITTEE,  THE  RANKING  MINORITY
MEMBER OF THE SENATE CORPORATIONS, AUTHORITIES AND COMMISSIONS COMMITTEE
AND  THE  CHAIR  OF  THE RENEWABLE ENERGY SUBCOMMITTEE IN THE ASSEMBLY A
COPY OF THE ANNUAL REPORT THE AUTHORITY IS REQUIRED TO PRODUCE TO COMPLY
WITH THE PUBLIC SERVICE COMMISSION ORDER ESTABLISHING THE  ENERGY  EFFI-
CIENCY PORTFOLIO STANDARD AND APPROVING PROGRAMS.
  S 2. This act shall take effect immediately.
