BILL NUMBER:S1506 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to the enforcement of the offense of operating a motor vehicle with a suspended license when such operation occurs in a parking lot PURPOSE: To amend a current anomaly in the vehicle and traffic law and provide for the enforcement of operating a motor vehicle with a suspended license in a parking lot. SUMMARY OF PROVISIONS: This bill amends Section 511 of the Vehicle and Traffic Law by striking the stipulation, "upon a public highway" from paragraph (a) of subdivision 1 of Section 511. It also adds a new subdivision 8 which makes enforcement of the operation of a motor vehicle while a license is suspended or revoked an enforceable offense when such motor vehicle operation takes place on private roads open to motor vehicle traffic or a parking lot. A parking lot is defined as any area or areas of private property. including a driveway, near or contiguous to and provided in connection with premises and used as a means of access to and egress from a public highway to such premises and having a capacity for the parking of four or more motor vehicles.

LARKIN -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the highway law, in relation to designating state route 218 in the county of Orange as the "General David H. Petraeus Highway" THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The highway law is amended by adding a new section 343-y to read as follows: S 343-Y. PORTION OF THE STATE HIGHWAY SYSTEM TO BE DESIGNATED AS THE "GENERAL DAVID H. PETRAEUS HIGHWAY". ALL THAT PORTION OF THE STATE HIGH- WAY SYSTEM BEGINNING AT THE INTERSECTION OF STATE ROUTE NINE-W AND STATE ROUTE TWO HUNDRED EIGHTEEN IN THE TOWN OF CORNWALL, AND CONTINUING IN A GENERALLY SOUTHERLY DIRECTION ON STATE ROUTE TWO HUNDRED EIGHTEEN, AND TERMINATING AT THE TERMINUS OF SUCH ROUTE TWO HUNDRED EIGHTEEN AT THE THAYER GATE (SOUTH GATE) OF THE UNITED STATES MILITARY ACADEMY AT WEST POINT IN THE VILLAGE OF HIGHLAND FALLS, SHALL BE DESIGNATED AND BE KNOWN AS THE "GENERAL DAVID H. PETRAEUS HIGHWAY". S 2. The commissioner of transportation shall provide for the instal- lation and maintenance of adequate signing of the state highway system as designated pursuant to section one of this act; provided that, to avoid any confusion and to limit any possible disruption of commerce, the designation called for pursuant to section one of this act shall be one of ceremonial nature and the official name of such highway shall not be changed as a result of this act.
