BILL NUMBER:S4413 TITLE OF BILL: An act to amend the education law, in relation to enacting the "Commitment to Military Education Act" PURPOSE: Provides tuition assistance to members of the armed forces who were enrolled in the military tuition assistance program that has been suspended due to sequester-mandated cuts. SUMMARY OF PROVISIONS: This bill would amend the education law by adding a new section 669-e. Subdivision 1. Defines eligible students as members of the armed forces enrolled in the state of New York university system on the effective date of this legislation who have are enrolled in a United States armed forces tuition assistance program. Subdivision 2. Grants tuition reductions to the eligible students. Reduced tuition shall be equivalent to the regular tuition amount reduced by the amount of assistance per credit hour the student formerly received from the United States armed forces tuition program. BALL, GOLDEN -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Security and Military Affairs AN ACT to amend the education law, in relation to enacting the "Commit- ment to Military Education Act" THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. This act shall be known and may be cited as the "Commitment to Military Education Act." S 2. The education law is amended by adding a new section 669-e to read as follows: S 669-E. TUITION ASSISTANCE FOR MEMBERS OF THE ARMED FORCES OF THE UNITED STATES. 1. ELIGIBLE STUDENTS. STUDENTS MUST BE ENROLLED IN THE STATE OF NEW YORK UNIVERSITY SYSTEM ON THE EFFECTIVE DATE OF THIS SECTION AND MUST HAVE BEEN ENROLLED IN A TUITION ASSISTANCE PROGRAM UNDER A BRANCH OF THE UNITED STATES ARMED FORCES WHICH WAS CANCELLED OR SUSPENDED IN THE YEAR 2013. 2. TUITION REDUCTION. NOTWITHSTANDING ANY LAW TO THE CONTRARY, STUDENTS WHO MEET THE REQUIREMENTS OF SUBDIVISION ONE OF THIS SECTION SHALL BE ELIGIBLE FOR REDUCED TUITION IN THE STATE OF NEW YORK UNIVERSI- TY SYSTEM. REDUCED TUITION SHALL BE EQUIVALENT TO THE REGULAR TUITION AMOUNT REDUCED BY THE AMOUNT OF ASSISTANCE PER CREDIT HOUR THE STUDENT FORMERLY RECEIVED FROM A TUITION ASSISTANCE PROGRAM UNDER A BRANCH OF THE UNITED STATES ARMED FORCES. 3. IMPLEMENTATION. THE STATE UNIVERSITY TRUSTEES AND THE BOARD OF GOVERNORS OF THE COMMUNITY COLLEGE SYSTEM SHALL PRESCRIBE RULES AND REGULATIONS FOR THE IMPLEMENTATION OF THIS SECTION. 4. EFFECTIVENESS. STUDENTS SHALL REMAIN ELIGIBLE UNDER THE REQUIRE- MENTS OF SUBDIVISION ONE OF THIS SECTION UNTIL THE TUITION ASSISTANCE PROGRAM UNDER A BRANCH OF THE UNITED STATES ARMED FORCES, WHICH WAS CANCELLED OR SUSPENDED IN THE YEAR 2013, FOR WHICH THEY WERE ENROLLED, OR A SUBSTANTIALLY SIMILAR PROGRAM, IS REINSTATED.
