BILL NUMBER:S5116 TITLE OF BILL: An act to amend the elder law, in relation to amending the definition of eligible services to include education regarding elder abuse and exploitation PURPOSE OR GENERAL IDEA OF BILL: To increase awareness of elder abuse among residents of Naturally Occurring Retirement Communities (NORCs) and Neighborhood NORCs. SUMMARY OF SPECIFIC PROVISIONS: Amends paragraph (d) of subdivision 1 of section 209 of the Elder Law to include education regarding the signs and symptoms of elder abuse and exploitation and available resources for victims of elder abuse or exploitation as an eligible service that NORCs and Neighborhood NORCs may provide to their residents. JUSTIFICATION: As we encourage and support seniors to age in place in their communities, it is important that we make information available to them regarding elder abuse and exploitation. The number of seniors in our state is growing quickly so the number of cases of elder abuse and exploitation will also be increasing. Many seniors may suspect that

ESPAILLAT -- read twice and ordered printed, and when printed to be committed to the Committee on Aging AN ACT to amend the elder law, in relation to amending the definition of eligible services to include education regarding elder abuse and exploitation THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph (d) of subdivision 1 of section 209 of the elder law, as amended by section 41 of part A of chapter 58 of the laws of 2010, is amended to read as follows: (d) "Eligible services" shall mean services including, but not limited to: case management, care coordination, counseling, health assessment and monitoring, transportation, socialization activities, home care facilitation and monitoring, EDUCATION REGARDING THE SIGNS OF ELDER ABUSE AND EXPLOITATION AND AVAILABLE RESOURCES FOR A SENIOR WHO IS A SUSPECTED VICTIM OF ELDER ABUSE OR EXPLOITATION, and other services designed to address the needs of residents of naturally occurring retirement communities by helping them extend their independence, improve their quality of life, and avoid unnecessary hospital and nurs- ing home stays.
