BILL NUMBER:S5473 TITLE OF BILL: An act to amend the elder law, in relation to establishing an intergenerational educational and mentoring service program PURPOSE OR GENERAL IDEA OF THE BILL: Establish a statewide intergenerational educational and mentoring service program to tap the expertise, experience and knowledge of older adults and encourage their volunteerism in schools. SUMMARY OF PROVISIONS: Amends the elder law by adding a new Article IV to read intergenerational educational and mentoring service program. Section 401 contains definitions. Section 402 establishes local inter-generational educational and mentoring service programs. Section 403 outlines the duties of the director. Section 404 details grant funding, based on appropriations. Section 405 describes the reporting requirements JUSTIFICATION: Many older New Yorkers who retire do not wish to sit idle. Many are looking to continue to work in some capacity, or to find volunteer opportunities that are meaningful. This legislation provides a mechanism to do a number of things. First, it provides an opportunity for older adults to work directly with children helping them in school to increase their ability to learn and by being mentors. Second, it provides the classrooms with additional help.

PARKER -- read twice and ordered printed, and when printed to be committed to the Committee on Aging AN ACT to amend the elder law, in relation to establishing an intergen- erational educational and mentoring service program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The elder law is amended by adding a new article 4 to read as follows: ARTICLE IV INTERGENERATIONAL EDUCATIONAL AND MENTORING SERVICE PROGRAM SECTION 401. DEFINITIONS. 402. LOCAL INTERGENERATIONAL EDUCATIONAL AND MENTORING SERVICE PROGRAMS. 403. DUTIES OF THE DIRECTOR. 404. FUNDING. 405. REPORT. S 401. DEFINITIONS. AS USED IN THIS SECTION: 1. "ADVISORY COMMITTEE" SHALL MEAN THE ADVISORY COMMITTEE FOR THE AGING ESTABLISHED PURSUANT TO SECTION TWO HUNDRED TEN OF THIS CHAPTER. 2. "DESIGNATED AGENCY" SHALL HAVE THE SAME MEANING AS IS ASCRIBED TO SUCH TERM BY PARAGRAPH (A) OF SUBDIVISION ONE OF SECTION TWO HUNDRED FOURTEEN OF THIS CHAPTER. 3. "DIRECTOR" SHALL MEAN THE DIRECTOR OF THE OFFICE FOR THE AGING. 4. "INTERGENERATIONAL EDUCATIONAL AND MENTORING PROGRAM" SHALL MEAN A STATEWIDE PROGRAM ADMINISTERED BY THE DIRECTOR, IN CONSULTATION WITH THE COMMISSIONER OF EDUCATION, THAT COORDINATES A NETWORK OF LOCAL INTERGEN- ERATIONAL EDUCATIONAL AND MENTORING SERVICE PROGRAMS. 5. "LOCAL INTERGENERATIONAL EDUCATIONAL AND MENTORING SERVICE PROGRAM" SHALL MEAN A LOCAL PROJECT THAT IS SELECTED BY THE DIRECTOR TO BE THE EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
