BILL NUMBER:S7702 TITLE OF BILL: An act to amend chapter 20 of the laws of 2009 amending the vehicle and traffic law, the general municipal law, and the public officers law, relating to owner liability for failure of operator to comply with traffic control indications, in relation to extending the provisions thereof PURPOSE: To improve traffic safety by extending the law authorizing the City of Yonkers to implement a traffic control signal photo violation-monitoring enforcement program. SUMMARY OF PROVISIONS: The bill extends the provisions of Chapter 20 of the Laws of 2009 for five years, to December 1, 2019. Chapter 20 authorizes the City of Yonkers to implement a demonstration program imposing monetary liability on owners of motor vehicles for operators' failure to comply with traffic control signals, through the use of photo violation-monitoring systems at up to 25 intersections. JUSTIFICATION: The Legislature authorized the City of Yonkers, for five years

S T A T E O F N E W Y O R K ________________________________________________________________________ 7702 I N S E N A T E May 30, 2014 ___________ Introduced by COMMITTEE ON RULES -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Government Operations AN ACT to amend chapter 20 of the laws of 2009 amending the vehicle and traffic law, the general municipal law, and the public officers law, relating to owner liability for failure of operator to comply with traffic control indications, in relation to extending the provisions thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The opening paragraph and paragraph (k) of section 24 of chapter 20 of the laws of 2009, amending the vehicle and traffic law, the general municipal law, and the public officers law, relating to owner liability for failure of operator to comply with traffic control indications, are amended to read as follows: This act shall take effect on the thirtieth day after it shall have become a law and shall expire December 1, [2014] 2019 when upon such date the provisions of this act shall be deemed repealed; provided that: (k) any such local laws as may be enacted pursuant to this act shall remain in full force and effect only until December 1, [2014] 2019.
