BILL NUMBER:S2147 TITLE OF BILL: An act to authorize and direct the commissioners of agriculture and markets and economic development to study and develop a long-term strategy for sustaining farming and food production in New York state PURPOSE OR GENERAL IDEA OF BILL: The purpose of this legislation is to authorize and direct the Commissioners of Agriculture and Markets and Economic Development to assess New York State's capacity for regional food production and to develop strategies for increasing the output and integration of localized food production. SUMMARY OF SPECIFIC PROVISIONS: Section 1 of this legislation authorizes and directs the Commissioner of Agriculture and Markets and Economic Development to study and develop a long-term strategy for sustaining farming and food production in New York State. JUSTIFICATION: A regional food production study could better assess New York's agricultural capabilities, connect upstate agricultural producers with an expanded base of downstate customers and provide greater

VALESKY, MAZIARZ -- read twice and ordered printed, and when printed to be committed to the Committee on Agriculture AN ACT to authorize and direct the commissioners of agriculture and markets and economic development to study and develop a long-term strategy for sustaining farming and food production in New York state THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The commissioners of agriculture and markets and economic development are hereby authorized and directed to study and develop a long-term strategy for sustaining farming and food production in New York state. Such strategy shall be based on an analysis of land use and economic trends, soil and natural resources, food consumption needs and other factors necessary to develop a state-level blueprint for protect- ing farmland and strengthening food production in the state. Such strat- egy shall be developed in consultation with agricultural and economic development advisory bodies created or authorized by statute and such other organizations or persons as the commissioners shall deem appropri- ate. Within one year of the effective date of this act, the commission- ers shall submit a report of their findings and recommendations, includ- ing proposed legislation, if any, to the governor and the legislature.
