BILL NUMBER:S4227 TITLE OF BILL: An act to amend the state finance law, in relation to expenditure of moneys of the open space account in the environmental protection fund PURPOSE OR GENERAL IDEA OF THE BILL: Authorizes the use of monies in the Open Space Account of the EPF for the support of the Historic Hudson-Hoosic Rivers Partnership. SUMMARY OF PROVISIONS: Section 1 amends paragraph (d) of subdivision 6 of section 92-s of the State Finance Law, as amended by section 13 of part E of chapter 61 of the laws of 2000. JUSTIFICATION: The Historic Hudson-Hoosic Rivers Partnership is a public benefit corporation created by an act of the legislature in 2006 with the mission of preserving, protecting and promoting the natural, farmland, and heritage resources of the northern Hudson River and the Hoosic River watersheds. The Partnership is made up of over 20 local municipalities, state agencies, not-for-profits and the National Park Service and continues to work to fulfill its mission through its partners. The Partnership is constructing a regional gateway visitor center and has already helped preserve hundreds of acres of important farmland and open space. Allowing the Partnership to receive funds through the EPF will ensure that the organization can continue to fulfill its public mission.

MARCHIONE -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the state finance law, in relation to expenditure of moneys of the open space account in the environmental protection fund THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph (d) of subdivision 6 of section 92-s of the state finance law, as amended by section 13 of part E of chapter 61 of the laws of 2000, is amended to read as follows: (d) Moneys from the open space account shall be available, pursuant to appropriation, for any open space land conservation project, bio-diver- sity stewardship and research pursuant to chapter five hundred fifty- four of the laws of nineteen hundred ninety-three, for the purposes of agricultural and farmland protection activities as authorized by article twenty-five-AAA of the agriculture and markets law, non-point source abatement and control projects pursuant to section 17-1409 of the envi- ronmental conservation law and section eleven-b of the soil and water conservation districts law, for Long Island Central Pine Barrens area planning or Long Island south shore estuary reserve planning pursuant to title thirteen of article fifty-four of the environmental conservation law, [and] for operation and management of the Albany Pine Bush preserve commission pursuant to subdivision two of section 54-0303 of the envi- ronmental conservation law, AND FOR OPERATION AND MANAGEMENT OF THE HISTORIC HUDSON-HOOSIC RIVERS PARTNERSHIP PURSUANT TO ARTICLE FORTY-TWO OF THE ENVIRONMENTAL CONSERVATION LAW.
