BILL NUMBER:S4227

TITLE OF BILL: An act to amend the state finance law, in relation to
expenditure of moneys of the open space account in the environmental
protection fund

PURPOSE OR GENERAL IDEA OF THE BILL: Authorizes the use of monies in
the Open Space Account of the EPF for the support of the Historic
Hudson-Hoosic Rivers Partnership.

SUMMARY OF PROVISIONS: Section 1 amends paragraph (d) of subdivision 6
of section 92-s of the State Finance Law, as amended by section 13 of
part E of chapter 61 of the laws of 2000.

JUSTIFICATION: The Historic Hudson-Hoosic Rivers Partnership is a
public benefit corporation created by an act of the legislature in
2006 with the mission of preserving, protecting and promoting the
natural, farmland, and heritage resources of the northern Hudson River
and the Hoosic River watersheds. The Partnership is made up of over 20
local municipalities, state agencies, not-for-profits and the National
Park Service and continues to work to fulfill its mission through its
partners. The Partnership is constructing a regional gateway visitor

through the EPF will ensure that the organization can continue to
fulfill its public mission.
