TITLE OF BILL: An act to amend the highway law, in relation to
designating a portion of the state highway system as the "Sergeant
Omar G. Blowers Memorial Highway"

Purpose: This bill designates a portion of State Route 70, from the
Canaseraga village line to the Livingston County line, as the
"Sergeant Omar G. Blowers Memorial Highway".

Summary of Provisions: Highway law is amended adding a new section
344-c to read as follows: Portion of the state highway system to be
designated as the "Sergeant Omar G. Blowers Memorial Highway".

Justification: This legislation will memorialize the sacrifice and
selfless service of Sergeant Omar G. Blowers, who lost his life at the
age of 19 serving in the United States Army during the Korean War.

Sergeant Blowers was taken prisoner in South Korea while fighting
Chinese military forces. He lost his life on May 30, 1951 after being
held prisoner for 107 days.

This legislation serves to honor his memory by designating the portion
of State Route 70 which runs through his hometown of Swain, New York,
as the "Sergeant Omar G. Blowers Memorial Highway". Resolutions in
support of this legislation have been passed by both the town of Burns
and Allegany County.

Effective Date: This act shall take effect immediately.

AN ACT to amend the highway law, in relation to designating a portion of
  the state highway system as the "Sergeant  Omar  G.  Blowers  Memorial
  Highway"

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The highway law is amended by adding a new section 344-c to
read as follows:
  S 344-C. PORTION OF THE STATE HIGHWAY SYSTEM TO BE DESIGNATED  AS  THE
"SERGEANT  OMAR  G.  BLOWERS  MEMORIAL HIGHWAY". ALL THAT PORTION OF THE
STATE HIGHWAY SYSTEM CONSTITUTING STATE ROUTE SEVENTY IN THE VILLAGE  OF
CANASERAGA, COUNTY OF ALLEGANY, BEGINNING AT THE WESTERN BOUNDARY OF THE
VILLAGE OF CANASERAGA, CONTINUING IN A GENERALLY EASTERLY DIRECTION, AND
TERMINATING  AT THE ALLEGANY AND LIVINGSTON COUNTY LINE, SHALL BE DESIG-
NATED AND KNOWN AS THE "SERGEANT OMAR G. BLOWERS MEMORIAL HIGHWAY".
  S 2. The commissioner of transportation shall provide for the  instal-
lation  and  maintenance of adequate signing of the state highway system
as designated pursuant to section one of this  act.  However,  to  avoid
confusion  and  to limit any possible disruption of commerce, the desig-
nation called for pursuant to section one of this act shall  be  one  of
ceremonial  nature  and  the  official name of such highway shall not be
changed as a result of this act.
  S 3. This act shall take effect immediately.
