BILL NUMBER:S7605

TITLE OF BILL: An act to amend chapter 707 of the laws of 2004
creating a temporary New York state French and Indian war 250th
anniversary commemoration commission, in relation to extending the
expiration and repeal of such provisions

PURPOSE OR GENERAL IDEA OF BILL: To extend the temporary commission to
promote the 250th anniversary of the French and Indian War.

SUMMARY OF SPECIFIC PROVISIONS: This bill would extend until 2015 the
Temporary New York State French and Indian War Commemoration
Commission.

EFFECTS OF PRESENT LAW WHICH THIS BILL WOULD ALTER: There is
currently a Temporary New York State French and Indian War
Commemoration Commission which is set to expire in 2014.

JUSTIFICATION: During the years 2005-2014, New York State will mark,
within its borders, the 250th anniversary of the great battles of the
French and Indian War. The outcome of the French and Indian War
provided a social, economic, and political seedbed in which grew those
ideals and values that caused patriotic New Yorkers to sacrifice much
to win the American Revolutionary War. Colonial politics and the
battlefields of the French and Indian War provided New York with
trained and experienced political and military leaders who led New
York during the years of the American Revolution. it is fitting that
modern New Yorkers lock back to an era and a War that put our State on
the threshold of democracy and on the path to becoming the Empire
State.

New York State, it's Counties, Cities, Towns and villages may profit,
both culturally and economically, from the benefits of a statewide
commission to help organize, promote and fully implement a major
commemoration of the 230th Anniversary of the French and Indian War.

By promoting New York States magnificent history, we can make New York
the ultimate heritage tourism destination for the years 2005-2014.
The commission will also help us coordinate with our Canadian
neighbors in Quebec and Ontario who share this heritage with us and
can be great partners with the promotion of this.

AN ACT to amend chapter 707 of the laws of 2004 creating a temporary New
  York  state  French  and  Indian  war  250th anniversary commemoration
  commission, in relation to extending the expiration and repeal of such
  provisions

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  opening paragraph of section 1 of chapter 707 of the
laws of 2004 creating a temporary New York state French and  Indian  war
250th  anniversary  commemoration  commission  is  amended  to  read  as
follows:
  The legislature hereby finds and declares there is a need to create  a
New  York  state  French  and Indian war 250th anniversary commemoration
commission to promote the 250th anniversary of the French and Indian war
which will take place between the years  2005  and  [2010]  2015.    The
primary focus of the New York state French and Indian war 250th anniver-
sary  commemoration  commission will be to plan and execute an organized
series of French and Indian war reenactment tourism events. The  tourism
events  will  highlight  the  following  key sites: the Lake George/Fort
George area in 2005; Fort Bull/Fort Stanwix and Fort  Ontario/Oswego  in
2006;  Fort William Henry/Lake George in 2007; Fort Carillon/Ticonderoga
in 2008; Fort Niagara in 2009 and Fort  La  Presentation/Fort  Levis  in
2010.
  S  2.  Paragraph b of subdivision 3 of section 2 of chapter 707 of the
laws of 2004 creating a temporary New York state French and  Indian  war
250th  anniversary  commemoration  commission  is  amended  to  read  as
follows:
  b. The members of the commission shall  receive  no  compensation  for
their  services  [but shall be reimbursed for their actual and necessary
expenses incurred by them in  the  performance  of  their  duties],  NOR
RECEIVE ANY REIMBURSEMENT OR PAYMENT OF ANY TYPE.
  S  3.  Paragraph a of subdivision 1 of section 3 of chapter 707 of the
laws of 2004 creating a temporary New York state French and  Indian  war

250th  anniversary  commemoration  commission  is  amended  to  read  as
follows:
  a.  To  coordinate  the  commemoration of the 250th anniversary of the
French and Indian war for the years 2005 through [2010] 2015;
  S 4.  Section 7 of chapter 707 of the laws of 2004 creating  a  tempo-
rary  New  York  state  French  and Indian war 250th anniversary commem-
oration commission is amended to read as follows:
  S 7. The commission shall continue in  existence  until  December  31,
[2010] 2015, at which time it shall be deemed to be repealed.
  S  5.  This  act  shall take effect immediately and shall be deemed to
have been in full force and effect on and after December 31, 2010.
