BILL NUMBER:S4331 TITLE OF BILL: An act to amend the executive law, in relation to the establishment of a human trafficking hotline PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to establish a statewide hotline to report suspicions of human trafficking. With the establishment of a toll-free number, victims of human trafficking, or those who witness suspicious activity, may quickly connect with the Attorney General's office, who can then swiftly investigate and refer human trafficking cases for prosecution. SUMMARY OF SPECIFIC PROVISIONS: Section one directs the Attorney General to establish and maintain, within funds available, a twenty-four hour anonymous toll-free statewide hotline number for use in the investigation and prevention of human trafficking. The hotline would be implemented pursuant to adopted rules and regulations and would take into consideration the safety and privacy of human trafficking victims. It also provides that the Attorney General shall refer information obtained through the stateside hotline to the appropriate District Attorney's office. Section two provides an effective date.

FUNKE -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the executive law, in relation to the establishment of a human trafficking hotline THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The executive law is amended by adding a new section 75 to read as follows: S 75. HUMAN TRAFFICKING HOTLINE. 1. THE ATTORNEY GENERAL SHALL ESTAB- LISH AND MAINTAIN, WITHIN FUNDS AVAILABLE, A TWENTY-FOUR HOUR TOLL-FREE STATEWIDE HOTLINE NUMBER FOR USE IN THE INVESTIGATION AND PREVENTION OF HUMAN TRAFFICKING. 2. THE ATTORNEY GENERAL SHALL REFER INFORMATION OBTAINED THROUGH THE STATEWIDE HOTLINE TO THE APPROPRIATE DISTRICT ATTORNEY'S OFFICE WITH JURISDICTION IN THE MATTER. 3. THE DEPARTMENT OF LAW SHALL PROMULGATE RULES AND REGULATIONS AND TAKE OTHER ACTIONS NECESSARY FOR THE EFFECTIVE IMPLEMENTATION OF THIS SECTION, INCLUDING AND NOT LIMITED TOO, THE PRIVACY AND SAFETY OF VICTIMS OF HUMAN TRAFFICKING. S 2. This act shall take effect on the one hundred eightieth day after it shall have become a law. Effective immediately, the addition, amend- ment and/or repeal of any rule or regulation necessary for the implemen- tation of this act on its effective date is authorized to be made and completed on or before such effective date.
