BILL NUMBER:S4374 TITLE OF BILL: An act to amend chapter 372 of the laws of 2008, amending the parks, recreation and historic preservation law relating to establishing the Niagara Falls underground railroad heritage commission, in relation to the effectiveness thereof PURPOSE OR GENERAL IDEA OF BILL: This bill will change the date when Article 43 of the Parks, Recreation and Historic Preservation law expires to allow the Commission to initiate implementation of the management plan approved pursuant to Article 43 of the Parks, Recreation and Historic Preservation law. SUMMARY OF SPECIFIC PROVISIONS: This bill amends Section 3 of Chanter 372 of the Laws of 2008 to extend Article 43 of the Parks, Recreation and Historic Preservation Law to December 31, 2017. JUSTIFICATION: The Niagara Falls Underground Railroad Heritage Commission was designated as part of New York's system of heritage areas in 2008. The Commission encompasses the City of Niagara Falls, in Niagara County. The importance of the Commission's mission to develop the heritage corridor to function as a destination for both academic research and tourism is imperative. The Commission's management plan was approved by the Commissioner of Parks, Recreation and Historic Preservation on July 3, 2012. ORTT -- read twice and ordered printed, and when printed to be committed to the Committee on Cultural Affairs, Tourism, Parks and Recreation AN ACT to amend chapter 372 of the laws of 2008, amending the parks, recreation and historic preservation law relating to establishing the Niagara Falls underground railroad heritage commission, in relation to the effectiveness thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 3 of chapter 372 of the laws of 2008, amending the parks, recreation and historic preservation law relating to establishing the Niagara Falls underground railroad heritage commission, as amended by chapter 49 of the laws of 2013, is amended to read as follows: S 3. This act shall take effect immediately; provided that section two of this act shall expire and be deemed repealed on December 31, [2015] 2017. S 2. This act shall take effect immediately.
