AN  ACT  to amend the environmental conservation law, in relation to the
  powers and duties of the Historic Hudson-Hoosic Rivers Partnership
  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:
  Section  1.  Subdivisions  4  and 5 of section 42-0107 of the environ-
mental conservation law, as added by chapter 737 of the  laws  of  2006,
are amended to read as follows:
  4.  To  appoint  AND REMOVE an executive officer, officers, agents and
employees, and prescribe their duties and qualifications and  fix  their
compensation.
  5.  To  contract for professional and technical assistance and advice,
INCLUDING RETAINING OR EMPLOYING COUNSEL, PRIVATE CONSULTANTS AND  INDE-
PENDENT CONTRACTORS.
  S  2. Subdivision 13 of section 42-0107 of the environmental conserva-
tion law is renumbered subdivision 15, and two new subdivisions  13  and
14 are added to read as follows:
  13. TO ADOPT AND USE A SEAL.
  14.    TO CONSTRUCT OR CAUSE TO HAVE CONSTRUCTED NECESSARY FACILITIES,
INCLUDING PATHS AND TRAILS, A  VISITOR  EDUCATION  CENTER,  AND  RELATED
PARKING  AREAS  ON THE LAND DESCRIBED IN SECTION THREE OF THE CHAPTER OF
THE LAWS OF TWO THOUSAND FIFTEEN THAT ADDED THIS SUBDIVISION.
  S 3. The Historic Hudson-Hoosic Rivers Partnership, established pursu-
ant to article 42 of the environmental conservation law,  is  authorized
to acquire the following property:
  VISITOR CENTER
  BEGINNING  at  a point in the northerly bounds of New York State Route
29, said point being situate at a distance of 551.69 feet.  Northwester-
ly,  measured  along said Route 29 from a concrete monument in the north
bounds of Route 29 at the southwest corner of a parcel of land reputedly

owned by Lydia Grolley, and which said point of beginning is also  situ-
ate  at  a  distance  of  26 feet, Northwesterly, from the northwesterly
corner of a sewage pump station, and which point of  beginning  is  also
located at a distance of 12.05 feet, Northerly, of the northerly edge of
the 4 foot concrete gutter running along the northerly side of Route 29,
running thence from said point of beginning, North 57 degrees 00 minutes
20  seconds  West, along the northerly bounds of Route 29, also known as
Ferry Street, for a distance of 187.0 feet to a point at  the  southwest
corner  of  the parcel herein described, and which said southwest corner
is situate at a distance of  104  feet,  Easterly,  from  the  southeast
corner  of  the  existing  town  water building located at the northeast
corner of Canal Street and  Ferry  Street;  thence  the  following  five
courses  and  distances along the east bounds of the Old Champlain Barge
Canal, viz: North 18 degrees 09  minutes  East,  62.24  feet;  North  27
degrees  03  minutes East, 79.16 feet; North 34 degrees 40 minutes East,
65.05 feet; North 47 degrees 12 minutes 40 seconds East, 366.55 feet and
North 57 degrees 56 minutes 50 seconds East, 126.25 feet to  the  north-
west  corner of the parcel herein described, said northwest corner being
25 feet, more or less, south of the center line of a 10 foot  wide  dirt
road leading from the east end of Saratoga Street, Easterly and Souther-
ly,  through  the  village Park; thence South 51 degrees 14 minutes East
for a distance of 170.00 feet to the  northeast  corner  of  the  parcel
herein  described,  and  which  said northeast corner is located 25 feet
Southerly of the center line of the above mentioned  dirt  road;  thence
South  41  degrees  55 minutes 30 seconds West, through the lands of the
party of the first part hereto, for a distance of  664.67  feet  to  the
place  of  beginning and containing 3.33 acres of land, be the same more
or less.
  SWORD SURRENDER SITE
  ALL that certain piece or parcel of land situate and being in the Town
of Saratoga, County of Saratoga and  State  of  New  York,  bounded  and
described as follows:
  BEGINNING  at a capped iron rod, located at the intersection formed by
the westerly line of New York State Route 4 with the Southerly  line  of
Schuyler  Street, thence in a southwesterly direction along the westerly
side of New York State Route 4, the following two courses: 1) South  11°
15' 40" West, 72.13 feet to a concrete monument and 2) South 09° 13' 11"
West,  119.26 feet to a point; thence in a westerly, southerly and east-
erly direction and along the lands now or formerly of  William  Hartloff
and  Darlene  Duggan  (Liber 1651, Page 713) the following five courses:
1) North 78° 32' 40" West, 87.90 feet to an iron rod; 2) South  14°  22'
01"  West,  101.37 feet to a capped iron rod; 3) South 78° 32' 40" East,
60.72 feet to a point; 4) south 08° 21' 53" West, 83.00 feet to an  iron
rod  and  5)  South  78°  32' 40" East, 33.17 feet to point; thence in a
southerly direction and along the aforesaid westerly line of the  afore-
said  N.Y.S.    Route  4, the following 3 courses:  1) South 06° 14' 15"
West, 298.50 feet to a point; 2) South 10° 57' 43" West, 200.64 feet  to
a  concrete  monument  and  3)  South 00° 36' 17" East, 220.93 feet to a
capped iron rod; thence in a westerly and southerly direction and  along
the  lands  now  or  formerly of Scott Goldup (Liber 1523, Page 332) the
following two courses:  1) North 67° 34' 16"  West,  294.46  feet  to  a
capped  iron  rod  and  2) South 21° 10' 25" West, 317.81 feet to corner
fence post; thence in a westerly direction and along the northerly  line
of  said Helen Hoffman (Book 788, Page 359), the following five courses:
1) North 74° 31' 09" West, 169.80 feet to a point; 2) North 72° 51'  56"
West,  201.40 feet to a point; 3) North 75° 27' 24" West 97.48 feet to a

point; 4) North 71° 58' 27" West 142.11 feet to a point and 5) North 79°
38' 45" West, 77.86 to a capped iron rod; thence in a  northerly  direc-
tion along the lands of said Shostak (Book 973, Page 504 and Lois DeChi-
ro  (Liber  1307,  Page  352),  North  20° 17' 23" East 742.91 feet to a
capped iron rod; thence in an easterly direction and along the lands  of
said  Dennison  (Book  735, Page 357) and William and Catherine Ippoliti
(Liber 1500, Page 366), South 74° 49' 00" East, 460.19' to an iron  rod;
thence in a northerly direction and along the easterly line of the afor-
esaid lands of Ippoliti, North 14° 34' 00" East, 606.00 feet to a capped
iron  rod  located  in  the aforesaid southerly line of Schuyler Street;
thence in an easterly direction along said southerly  line  of  Schuyler
Road,  the  following  four  courses and distances: 1) South 76° 13' 21"
East, 95.70 feet to a point; 2) South 76° 04' 26" East 71.52 feet  to  a
point; 3) South 76° 41' 27" East 100.52 feet to a point and 4) South 75°
58' 52" East, 70.02 feet to the point or place of beginning.
  Containing in all 18.894 acres of land being more or less.
  S 4. This act shall take effect immediately.
