BILL NUMBER: S6625 TITLE OF BILL : An act to amend the civil service law, in relation to extending the expiration of binding arbitration in the resolution of disputes in the course of collective negotiations PURPOSE : This bill would extend for another three years the use of binding arbitration in the resolution of disputes in the course of collective bargaining. SUMMARY OF PROVISIONS : Section one of this bill extends the use of binding arbitration. Section two of this bill provides that this act shall take effect immediately. JUSTIFICATION : This bill would extend for another three years the use of binding arbitration in the resolution of disputes in the course of collective bargaining. Since 1977 the practice of binding arbitration during contracts negotiations has been in use and has worked for both employee organizations and employers. This bill extends the use of

GOLDEN -- read twice and ordered printed, and when printed to be committed to the Committee on Civil Service and Pensions AN ACT to amend the civil service law, in relation to extending the expiration of binding arbitration in the resolution of disputes in the course of collective negotiations THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph (d) of subdivision 4 of section 209 of the civil service law, as amended by chapter 67 of the laws of 2013, is amended to read as follows: (d) The provisions of this subdivision shall expire [thirty-nine] FORTY-TWO years from July first, nineteen hundred seventy-seven, and hereafter may be renewed every four years. S 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD13771-01-6
