BILL NUMBER: S7958 TITLE OF BILL : An act to amend the public officers law, in relation to giving public notice of meetings through electronic means PURPOSE : To update the manner and form of how notice of public meetings is accomplished. SUMMARY OF PROVISIONS : Section 1 of this bill would allow public notice of the time and place of meetings to be electronically transmitted to the news media. It would also require that the public notice for a meeting which will be streamed live over the Internet to inform the public of the internet address of the website streaming the meeting. Section 2 of this bill provides the effective date. JUSTIFICATION : Municipal governments are required to publish meeting notices in a designated newspaper of general circulation. The continued and

MARCHIONE -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Govern- ment Operations AN ACT to amend the public officers law, in relation to giving public notice of meetings through electronic means THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivisions 1 and 2 of section 104 of the public officers law, as amended by chapter 704 of the laws of 1979 and such section as renumbered by chapter 652 of the laws of 1983, are amended and subdivi- sion 5 is renumbered subdivision 6 and a new subdivision 5 is added to read as follows: 1. Public notice of the time and place of a meeting scheduled at least one week prior thereto shall be given OR ELECTRONICALLY TRANSMITTED to the news media and shall be conspicuously posted in one or more desig- nated public locations at least seventy-two hours before such meeting. 2. Public notice of the time and place of every other meeting shall be given OR ELECTRONICALLY TRANSMITTED, to the extent practicable, to the news media and shall be conspicuously posted in one or more designated public locations at a reasonable time prior thereto. 5. IF A MEETING WILL BE STREAMED LIVE OVER THE INTERNET, THE PUBLIC NOTICE FOR THE MEETING SHALL INFORM THE PUBLIC OF THE INTERNET ADDRESS OF THE WEBSITE STREAMING SUCH MEETING. S 2.
