AN ACT to grant the Massena Memorial Hospital the authority to affiliate
  with certain other entities and to issue bonds, notes, or other  obli-
  gations

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding any general, special, or local law or char-
ter provisions to the contrary, the Massena Memorial Hospital shall have
the power and is hereby authorized to engage  in  certain  collaborative
activities  with  other  parties  for  the purpose of promoting improved
quality of and access to health  care  services  and  improved  clinical
outcomes. Such collaborative activities shall include, but not be limit-
ed  to: entering into contracts, leases, subleases, and other agreements
for the purpose of affiliating with other hospitals, medical colleges or
colleges, in conjunction with the hospital's  health  facilities,  which
agreements  may  provide  for the management, operation, and staffing of
health facilities, the reconstruction, renovation, or addition to health
facilities;  the  provision  of  necessary  facilities,  utilities,  and
services; and such other conditions or features necessary and proper for
such purpose and for the public health and general welfare.
  S  2.  Notwithstanding  any  general, special, or local law or charter
provisions to the contrary, the Massena Memorial Hospital shall have the
power and is hereby authorized, from  time  to  time,  to  issue  bonds,
notes,  or  other  obligations  as it shall deem necessary, after taking
into account other monies which may be available for  the  purposes  set
forth  in  this  act,  to  pay  the cost of any project or for any other
purpose, including the establishment of reserves to  secure  the  bonds,
the  payment of principal of, premium, if any, and interest on the bonds
and  the  payment  of  incidental  expenses  in  connection   therewith;
provided,  however, that the issuance of any bonds, notes or other obli-
gations in excess of twenty-five million dollars shall require  authori-
zation  by  the  Massena town council. Such bonds, notes, or obligations
shall be issued in accordance with  the  applicable  provisions  of  the

AN ACT to grant the Massena Memorial Hospital the authority to affiliate
  with certain other entities

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding any general, special, or local law or char-
ter provisions to the contrary, the Massena Memorial Hospital shall have
the  power  and  is hereby authorized to engage in certain collaborative
activities with other parties for  the  purpose  of  promoting  improved
quality  of  and  access  to  health care services and improved clinical
outcomes. Such collaborative activities shall include, but not be limit-
ed to: entering into contracts, leases, subleases, and other  agreements
for the purpose of affiliating with other hospitals, medical colleges or
colleges,  in  conjunction  with the hospital's health facilities, which

  S 2. This act shall take effect immediately.
