 AN ACT to grant the Massena Memorial Hospital the authority to affiliate
   with certain other entities
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Notwithstanding any general, special, or local law or char-
 ter provisions to the contrary, the Massena Memorial Hospital shall have
 the  power  and  is hereby authorized to engage in certain collaborative
 activities with other parties for  the  purpose  of  promoting  improved
 quality  of  and  access  to  health care services and improved clinical
 outcomes. Such collaborative activities shall include, but not be limit-
 ed to: entering into contracts, leases, subleases, and other  agreements
 for the purpose of affiliating with other hospitals, medical colleges or
 colleges,  in  conjunction  with the hospital's health facilities, which
 agreements may provide for the management, operation,  and  staffing  of
 health facilities, the reconstruction, renovation, or addition to health
 facilities;  the  provision  of  necessary  facilities,  utilities,  and
 services; and such other conditions or features necessary and proper for
 such purpose and for the public health and general welfare.
   ยง 2. This act shall take effect immediately.
