AN  ACT to amend the public authorities law, in relation to the prohibi-
  tion of the use of passenger  trains  without  conductors  in  certain
  circumstances

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The public authorities law  is  amended  by  adding  a  new
section 1277-b to read as follows:
  S  1277-B.  USE  OF  PASSENGER TRAINS WITHOUT CONDUCTORS PROHIBITED IN
CERTAIN CIRCUMSTANCES. ANY PASSENGER TRAIN OPERATING WITHOUT THE USE  OF
A CONDUCTOR IS PROHIBITED FROM PASSING UNDER ANY BODY OF WATER.
  S  2.  This  act shall take effect on the thirtieth day after it shall
have become a law.
