AN ACT to amend the environmental conservation law, in relation to form-
  ing a task force on interagency cooperation within the forest industry

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The environmental conservation law is amended by adding a
new section 9-0812 to read as follows:
S 9-0812. TASK FORCE ON INTERAGENCY COOPERATION IN THE FOREST INDUSTRY.
  1. THE COMMISSIONER OF THE DEPARTMENT OF  ECONOMIC  DEVELOPMENT  SHALL
FORM  A TASK FORCE TO DEVELOP A PLAN TO INCREASE INTERAGENCY COOPERATION
WITH RESPECT TO THE FOREST INDUSTRY.
  2. THE TASK FORCE SHALL CONSIST OF SIX MEMBERS. THE TASK  FORCE  SHALL
INCLUDE THE COMMISSIONER OF AGRICULTURE AND MARKETS OR HIS OR HER DESIG-
NEE,  THE  CHIEF EXECUTIVE OFFICER OF THE NEW YORK STATE ENERGY RESEARCH
AND DEVELOPMENT AUTHORITY OR HIS OR HER  DESIGNEE,  TWO  REPRESENTATIVES
FROM  THE NEW YORK STATE FORESTRY INDUSTRY TO BE APPOINTED BY THE GOVER-
NOR, A REPRESENTATIVE OF LOCAL GOVERNMENT IN A COUNTY LOCATED WITHIN THE
CATSKILLS STATE PARK TO BE APPOINTED BY THE GOVERNOR,  AND  A  REPRESEN-
TATIVE  OF  LOCAL  GOVERNMENT  IN A COUNTY LOCATED WITHIN THE ADIRONDACK
STATE PARK TO BE  APPOINTED  BY  THE  GOVERNOR.  ALL  MEMBERS  SHALL  BE
APPOINTED  WITHIN  ONE HUNDRED TWENTY DAYS OF THE EFFECTIVE DATE OF THIS
SECTION.
  3. (A) THE TASK FORCE SHALL MAKE RECOMMENDATIONS ON HOW TO EXPAND  THE
ECONOMIC SUCCESS OF THOSE IN THE FORESTRY INDUSTRY.
  (B)  THE  TASK  FORCE  SHALL  MAKE  RECOMMENDATIONS ON HOW TO INCREASE
COMMUNICATION REGARDING THE FORESTRY INDUSTRY BETWEEN  GOVERNMENT  AGEN-
CIES.
  (C)  THE  TASK  FORCE  SHALL  MAKE  RECOMMENDATIONS ON HOW TO INCREASE
COMMUNICATION REGARDING THE FORESTRY INDUSTRY BETWEEN THOSE  ENGAGED  IN
FORESTRY AND RELEVANT AGENCIES AND AUTHORITIES OF THE STATE OF NEW YORK.
